06/04/1952 , 95 ~ REGULh.R MONTHLY Ml:eTING BOARD OF HEALTH HELD IN OFFICE OF BOARD JUNE 4, 1952 , Present: Mr. Addison Hewlett, Chairman; Mayor E. L. White, Dr. J. C. Knox and Dr. J. C. Wessell. The minutes of the last meeting were read and approved. The Health Officer informed the Board members t~at some of the building con- tractors have no toilet facilities for their employees on construction jobs. Mr. J. C. Wessell, Jr., Attorney, had drawn up an amendment to the ordinance regarding contractors furnishing means of disposal of human excreta which was read to the Board. It was moved by Mayor White, seconded by Dr. Knox, that this amendment be adopted as written. Amendment is as follows: CHAPTER 2, Section l4-A- "It shall be unlawful for any person, firm, corporation, contractor or individual to construct or repair any structure or building in New Hanover County on which job there is at any time employed two or more persons without providing privies, toilets, or other sanitary receptacles as approved by the Board of Health and for the use of said employees and any other persons connected with said work."Carried. The discussion again came up concerning the grading of eating places in New Hanover County, with special emphasis on those on the beaches, inasmuch as non-graded or low graded places at the resorts caused criticism of New Hanover County and par- ticularly of this department throughout the State. A letter recently received from Dr. C. C. Applewhite, Director of Local Health Administration, State Board of Health, Raleigh, North Carolina, was discussed. The Board of Health voiced much concern over the emplied criticism leveled at this particular phase of the public health work. above To meet the/Situation, the Board of He~lth instructed the Health Officer to institute remedial measures at once and to report weekly progress to the Chairman of the County Commissioners; and, further, that the Health Officer request daily progress reports from Mr. Haas, Sanitarian. That for the time being the Health Officer is instructed that Mr. Haas be told to devote all of his time to inspec- tion of eating places, primarily those on Wrightsville, Carolina and Kure Beaches. The Board of Health further instructed the Health Officer to use such other per- sonnel as is available now in the department to help with this work. As a result of the above discussion; the following motion was made by Dr. Wessell, seconded by Mayor White: Be it resolved, that, the Health Officer report weekly by telephone to Mr. Hewlett, Chairman Board of Health, and that in order that he might do this that Mr. Haas place upon the Health Officer's desk,daily,a report of all places seen the day before and the general condition of the places seen. Carried. A letter of resignation from Dr. R. P. Huffrnall, Veterinarian, was read to the Board. In view of Dr. Huffman's long and faithful service to the department, his resignatior was accepted with extreme regret. A motion made by Dr. Wessell that the resignation be accepted with regret was seconded by Mayor White. Carried. . . . . The matter of filling the place, to be vacated by Dr. Huffman July 31, 1952, was discussed and a committee composed of the Health Officer and Dr. Huffman was 96 appointed to study means of filling this vacancy and report back to the Board at its next meeting. Certain items in the budget for 1952-1953 came up for considerable discussion. Mayor White and Dr. Wessell expressed their feelings that in view of general conditions, that the requested budget for 1952-1953 should not exceed the budget of 1951-1952.
