03/04/1953 /" 113 ~ .. REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD MARCH 4, 1953 Present: Mr. Ralph T. Horton, Chairman; Dr. J. C. Knox, Dr. James H. Smith, Dr. J. C. Wessell and Mr. H. M. Roland. The minutes of the last meeting wel'e read and approved. , , The Health Officer and Mr. Lassiter, Sanitary Engineer, gave a report on the meeting at Harbor Island held on February 17, 1953, at which Mr. Lassiter acted as moderator. Mr. J. M. Jarrett of the Division of Sanitary Engineering, state Board of Health, was present and discussed with the property pwners at Harbor Island the existing unsatisfactory condition there. The suggestions made to the property owners, in order to correct the condition, were the raising of funds to put in a sewerage disposal system and install their own plant; connect with the Wrightsville Beach sewerage system or incorporate Harbor Island :with Wrightsville Beach and utilize the existing disposal system. It appeared that very large houses were being built on small lots and using septic tanks to take care of the sewage. The proposed school building for Harbor Island was also discussed and the residents there do not want anything to interfere with the school. Mr. Jarrett stated that when the matter regarding the school is presented to them that they would give definite plans for a sewage disposal system for the school. At this meeting a chairman was elected to appoint a committee composed of Harbor Island property owners to meet with the County COmmissiciners. About one hundred property owners were present. .. Mr. .Horton, Chainnan County COmmissioners, reported that this committee met with him to discuss ways and means of correcting the stonn drainage system. He also stated that the County Commissioners had agreed to furnish the labor for over-hauling and extending the storm drainage system; provided, the residents of Harbor Island would furnish the necessary materials. After a further general discussion, it was decided that this department would collect samples at various places on the Harbor Island storm drainage system and examine these samples in the laboratory for evidence of fecal polution. Dr. Wessell made the motion that the State Board of Health be asked to make a complete survey of the situation on Harbor Island and give us definite re- commendations. Motion seconded by Mr. Roland. Carried. , The Health Officer reporting on the garbage disposal at Carolina Beach stated that in a conference with Mrs. Strickland, City Manager; Mrs. Strickland made the statement that she would be glad to have the garbage hauled to the City of Wilmington or the County dumps if they would cover it up. This matter is still pending. .. Mr. Lassiter, Sanitary Engineer, read to the Board an Ordinance on trailer- court sanitation now enforce in Wayne County, with such changes as had been 114 suggested by Mr. John C. Wessell, Jr., Attorney for the Board of Health. After a few additional changes suggested by the Board; Dr. Wessell moved that the Ordinance as read by Mr. Lassiter and with the changes suggested by the Board of Health, be approved with the provision that if any part of it seemed unworkable it could be revised at a later date.
