The minutes of the last meeting were read and approved.

Chairman Horton discussed the Harbor Island situation stating that as far
as he knew the committee there has done nothing and does not intend to do
anything. In the discussion, Mr. Roland brought out that after heavy rains
the water table at the point where the new school will be built was eighteen
inches to twenty inches below the surface.
r'Dr. Mebane's septic tank on Harbor Island was discussed and the statement
was made that Mr. Bindle should have stopped work on this tank if not in-
stalled properly. It was shown by the health department records that Mr. Wagstaff,
Sanitarian (now retired),had made a notation on this tank at the time of in-
stallation and stated that it was too deep in the ground. The inspectors in
this department do not have an opportunity of advising on septic tanks until
the inside plumbing pipes are already set which makes it impossible, in most
cases, to make a connection to the septic tank unless the tank is set deeper
than it should be to give efficient service.
Mr. Lassiter, Sanitary Engineer, reported, tentatively, on the bacteriological
work he was requested by this Board to do on the storm drainage system at
Harbor Island.

The Health Officer informed the Board that certain revisions would be necessary
in the Ordinance recently passed setting up conditions for the operation of
trailer camps.
The Health Officer brought to the Board's attention that the Kellog Foundation
plans to set up a trial unit for the study of home accidents in this State. Dr.
Foard, State Epidemiologist, discussed with the Health Officer the possibility
of establishing this unit in New Hanover County. The scope and plan of this work
was given this department for study. The Health Officer recolllll1ended that, if
offered, New Hanover County accept this unit. It was moved by 1layor White,
seconded by Mr. Roland, that the unit be accepted if offered to this County. Carded.
Chairman Horton asked the starting date of the Mosquito Control Program. Mr.
Lassiter reported that the Mosquito Con(ol would start about April l5th with the
fogging starting about June lst.

Mrs. Alice strickland, City YJ8.l1ager of Carolina Beach, Mrs. Abernathy, represent-
ing Carolina Beach Chamber of COJlllllElrce, and Mr. Robert Calder, Attorney for the
Town of Carolina Beach, appeared before the Board to request that more attention
be given to boarding houses at Carolina Beach in order that people coming in not
find undesirable and unclean conditions existing at the resort. After a very
lengthy discussion of this matter by Mrs. StriCkland, Mrs. Abernathy, Mr. Haas,
Mayor White, Dr. Knox and Dr. Wessell; Mayor White suggested that all agencies

at Carolina Beach, Town authorities, the Chamber of Conunerce at Carolina
Beach and the local health department cooperate. He further suggested,
as a means of securing improvf'.ments in the conditions existing, that the
Health Officer secure from the state Board of Health copies of rules and
regulations governing this type of establishment, that they be posted in
the boarding houses and before a permit is given by the Carolina Beach
authorities, that they make sufficient inspection of the premises to satisfy
themselves that the place to be occupied by guests will not bring disrepute
on the beach.
Mayor White put the above in the form of a motion, which was to include all
beaches in this County; motion was seconded by Dr. Knox. Dr. Wessell suggest-
ed that aid be requested in the inspection of this type property from the
state Board of Health. This was included in the above motion and carried.
The Health Officer reported on the continuing bad condition of open garbage
dumps in the County. Mrs. Strickland in answer to this thanked the Board
for what they had done, but called to the attention of the Board that Carolina
Beach had certain financial restrictions whicn would make it impossible for
them to spend approxiinately $20,000 for equipment to cover their garbage and
suggested, inasmuch as this problem was just as acute in some of the non-incor-
porated areas (Winter Park as an example), that the County Commissioners attempt
to find some way of solving the garbage dump problem.
Mr. Chas. M. White, of the state Board of Health, discussed what was being
done with regard to garbage disposal in the fringe areas in other sections
of the State, mentioning j:8rticular-;Ly Durham County.
Mr. Roland suggested that the Board of Health make an immediate study of
the garbage disposal at Carolina Beach and other fringe areas in New Hanover
County and report back at the next meeting.
There being no further business, the meeting adjourned.
