05/06/1953 117 REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD MAY 6, 1953 \ Present: Mr. Ralph T. Horton, Chairman; Dr. J. C. Wessell, Dr. J. C. KnaK and Dr. James H. Smith. The minutes of the last meeting were read and approved. The Health Officer reported that rules and regulations governing boarding houses had been secured from the State Board of Health and turned over to the Carolina Beach authorities, as had been requested by the Board at their April meeting. , The Health Officer reported that a study of the garbage disposal was still being made, but to date no solution had been found. He stated that Mr. Benson,. City Manager, had ruled that no garbage from out side the City could be disposed of at the City's land-fill. Dr. Smith asked what would have to be done to get per- mission to dump the garbage within the City, and could it be taken care of at the City's land-fill? Mr. Lassiter replied that the City authorities would have to answer that question, but it was his opinion that the City would eventually run out of space, particularly if outsiders used it. Dr. Wessell made the statement that the garbage disposal matter is greater than we have any idea and the proper parties, whoever they are, should be contacted and try to work out a solution to the problem. He suggested that a board or committee be appointed and, if necessary, call on the State Board of Health for their help. Chairman Horton was asked if the County could put up the necessary $20,000.00 and let the people pay a rental fee for using the dump. He replied with, "where is the money coming from?" It was brought out that there are about six garbage collectors in Wintp.r Park and Maffitt Village, but they will have to quit unle"s some place is provided for them to dwnp. Dr. Wessell feels that the Board of Health should enforce the garbage regulation and let the individual, conununity, municipality or county supply the proper means for disposing of the garbage. Dr. Smith made the motion that the Health Officer confer with the Chairman of the County Commissioners; City Manager of Wilmington and City Manager of Carolina Beach and see what they can work out and, if necessary, get some information from the State Board of Health in solving this garbage problem. Motion seconded by Dr. Knox and carried. Revisions to the Ordinance governing trailer courts were called to the attentIon of the Board by the Health Officer. The following revisions were read by Mr. Lassiter as amendments to the Ordinance: SECTION 2: Add "nor to a single independent trailer which is properly connected to an approved septic tank or sewer, nor to a single dependent trailer coach which has full-time access to convenient toilet facilities for both sexes and has the sink drain properly connected to an approved grease trap or sewer." SECTION 4: At end of second paragraph add: "In trailer courts which were built and had sewer lines installed prior to the adoption of this Ordinance the distance of ten (10) feet between coaches and property line shall not be required." SECTION 5: At end of Section add: "Where only independent trailer coaches are to be accommodated toilet facilities shall not be required in the service building, but laundry tray in service building shall be required." Between the present Sections 14 and 15 insert new Section 15 to read as follows: SECTION 15: DEVIATIONS FROM ORDINANCE: "All matters pertaining to trailer courts 118 not covered by this Ordinance, or any slight deciation from this Ordinance, which is in accordance with, or an improvement on, the intent of this Ordi- ~ nance shall be left to the discretion of the Health Officer, and when special conditions arise, the Health Officer, in his discretion, may ~ave any one or ~ more of the requirements of this Ordinance, but such waver sh~l not constitute a precedent for subsequent cases." After a discussion of these amendments, Dr. Wessell moved that the amendments be accepted and put in the present Ordinance. Motion seconded by Dr. Knox and carried. The Health Officer asked for permission to submit to the State Board of Health a tentative budget for the fiscal year 1953-1954. The permission was granted. Dr. Wessell asked the Health Officer about the program of X-raying school children. The Health Officer stated that at this time only the freshman and seniors are to be X-rayed. Dr. Wessell stated that, in his opinion, all school children should be X-rayed and if a large picture is necessary a fee of $l.OO could be charged. Mrs. Alice Strickland, City Manager of Carolina Beach, appeared before the Board to know what, if any action, had been taken regarding garbage disposal. She was told what had taken place before she came in and the motion made by Dr. Smith was read to her. Chairman Horton made the statement that the County Commissioners had no right to go into an incorporated area and spend money to take care of a problem that is the responsibility of the municipality. Mrs. Strickland promised full co- operation in any way possible to work out a plan that will benefit all concerned. ___ Chainnan Horton asked what the Bo,rd had in mind on the dog quarantine. The _ Health Officer reported that there was no thought of a dog quarantine unless an emergency arose, and he also stated that we were getting very poor cooperation in the vaccination prograln. The Health Officer further stated that it was illegal not to have a dog vaccinated by June 30th. Dr. Wessell suggested that the time not be extended beyond June 30th.
