07/01/1953 -" , . . . 121 REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD JULY 1, 1953 Present: Mr. RalIh T. Horton, Chairman; Mayor E. L. White, Dr. J. C. Knox, Dr. J. C. Wessell and Dr. James H. Smith. The minutes of the last meeting were read and approved. At. the suggestion of Mayor White; it was unanimously agreed that a copy of the minutes be sent each month to the Board members. Dr. C. C. Applewhite, Director Division Local Health, State Boa~l of Health, was present and introduced to the Board by the Health Officer. Mr. J. B. Edwards explained to the Board that the new 1953 edition of the U. S. Public Health Service Milk Ordinance is now available. Mr. Edwards requested that the Board at this time approve the adoption of the 1953 edition. In connec- tion with this he would like for the Board to authorize the signing of an application with affidavit when applying for a milk permit. Mr. Edwards stated that with the adoption of the new Ordinance he would void all permits under the old Ordinance as of July 31, 1953, and issue new permits under the new Ordinance. Mayor White moved the adoption of the 1953 edition of the Milk Ordinance; motion seconded by Dr. Wessell and carried. Mr, Lass Her gave a report on the proposed land development at Wrightsville Beach by the Parmele Realty Company, stating that Mr. Parmele proposes to do some filling in and do some channelling. He stated that he never did get any definite infonuation reGarding the effluent. The question was raised about sewage facilities and the Mayor of Wrightsville Beach stated that would be between Mr. Pannele and the health departrnent. Dr. Knox, Chairman of the Committee appointed to secure help in the reading of x-ray films, reported that he had contacted Dr. Brouse and that he would be glad to do the reading of x-ray films; he would want the films delivered to him in numerical order; that there would be no more than three days delay in the reporting of both positive and negative films, and would re-read large films, if they had to be taken; all this to be done at 20~ per film; but all notification to be done by the health department. Dr. Knox thinks this is a reasonable price. At this price the cost per year would be between $2400.00 and $3000.00. Dr. Knox stated that Dr. Davis is now reading the films, but he does not want to give a report on the reading of the 35jnm films. Dr. Smith asked if Dr. Rodman had been contacted and Dr. Wessell reported that he had discussed it'with Dr. Rodman and he would read them; provided, they were sent to his office and he was given a view-box. Dr. Wessell is to again contact Dr. Rodman re- gaNing the matter. Dr. Wessell stated that he will see that the view-box is provided. Dr. Smith suggested that the committee continue to study the matter and report back at the next meeting. Chairman Horton reported on the dog tax. He had visited the dog pound in Buncombe County and explained the construction of same and the matter is handled through a dog warden. Charlotte has a dog warden paid by the dog tax; Whiteville has a set-up similar to ours. Chairman Horton stated that this County probably would build a dog pound at the County Farm and that dogs in the County must have a vaccination tag or they will be impounded. This will not affect the City pound. "- Dr. Wessell made a motion that the budget approved at the last meeting and submitted to the City and County appropriating bodies be recalled and that a sanitarian be set " 122 up in the budget at $3360.00. The motion was seconded by Dr. Smith and carried. In this connection Dr. WesseU suggested that applications be secured as quickly as possible for a qualified food sanitarian meeting the requirements set up by the State Board of Health and the salary allowed by the Merit System. Chaiman .... Horton stated that, in his opinion, the County Commissioners will not go along with an appropriation for an additional sanitarian since the three sanitarians - now in the budget could be assigned to help with the food inspection; that he felt the man assigned to do food inspection was dragging his feet on the job. From the reading of a motion at the Board meeting on June 4, 1952, it showed that a similar condition existed and the Health Officer was instructed to submit weekly reports to the Chaiman of the work done by the food sanitarian. This apparently was carried out during the SUllUUer months and then dropped. In the discussion it was mentioned that Asheville has three food sanitarians and Charlotte has four. A resolution from the Restaurant Association dated July 23, 1952, mailed to Mayor White, was read to the Board. Mayor White stated he had never heard of this re- solution ever having been presented to the Board. The Health Officer stated that he had shown it to the Chairll\9.Il of the County Commissioners, Mr. Addison Hewlett, Sr. Mr. Lassiter explained the work of the general sanitarlans to the Boa~l. The Malaria program and the Dyna-Fog spraying programs were discussced. Chairll\3.n Horton thinks that we can do a better job if it is set up on a year-round basis. Mr. Pender of the U. S. Department of Agriculture was present and discussed the work they are now doing with regards to the White Fringe Beetle. Mr. Pender stated that if the City and County would furnish the material and labor they will furnish the equipnent. They can spray approxirra tely one hundred acres per day. Dr. Smith moved that the Chairli\3.n of the Boar,\ of County Commissioners, Mr. Lassiter and the Health Officer work this matter out. Motion seconded by Mayor White and carried. Ch3.i~l\3.n Horton called attentj on to forms to be filled out for the Welfare Depart- ment regarding patients. After a discussion of this; it was sug',ested that the Health Of"icer write a letter to the Welfare Department stating what things he can do and cannot do for them. ~ - A delegation from the New Hanover County Restaurant Associatj on appeared before the Board, following a meeting of that Association, to make recommendation that the Board of Health employ additional food inspectors to assist with the inspection of the restaurants, cafeterias, etc. Mr. Frank Byrne, President of the local Asso- ciation, introdl1ced Mr. M. M. Melvin, Secretar.v of the State Association, who was spokesman for the group. Mr. Melvin mentioned that the eating establisrunents have a forty million dollar tourist busine ss, and they want in every way to cooperate with the State and local health departments. He referred to the publicity as doing no one any good. He thinks that sanitation in this State is just as good as in any other State. What this group wants is to go on record in asking the health depart- men;t to employ an additional sanitarian to inspeCt food handling establisrunents. It was brought out in the discussion that it is very difficult at this time to get a good sanitarian and a sanitarian is going to the county that will pay the larger sa.lary. Mr. Linker of the DiVision of Sanitary Engineerine, State Board of Health, thinks we might be able to get a good junior sanitarian. Dr. Wessell informed the delegation that a motion had been made, before their arrival, to employ a senior sanitarian; tbat our budget was to be recalled and an item for a senior sanitarian was to be added. ~ VlIlyor White stated that when the matter comes before the City appropriating au- thorities he will do all he can to see that the Board of Health receives adequate fU\1.ds to have satisfa.ctoJ'",y food establishnlentinspections in New Hanover County. Mr. Melvin stated to his group, "I am sure you appreciate the consideration given by this Board."
