09/02/1953 - 125 REGULAR MONTHLY MEETING BOARD OF HEALTH HElD IN OFFICE OF BOARD SEPTEMBER 2. 1953 , - Present: Mr. Ralph T. Horton. Chainnan; MaiYor E. L. White, Dr. J. C. Wessell. Dr. J. C. Knox ani Dr, James H. Smith. The minutes of the last meeting were read and approved. . - Dr. Wessell reported on the reading of x-ray films by Dr. Rodman. He stated Dr. Rodman is willing to read the films on the rate as previously mentioned; provided. the contract is for all films taken by the health department. ani would read all re-takes without extra charee. Chairman Horton said he doubted the legality of paying for the reading of the x-ray films based on the opinion of Mr. Marsden Bellamy. County Attorney. Mayor White suggested that the Board invest in a dictaphone and the Health Officer read the films. A conmittee composed of Dr. Knox ani Dr. James Smith was appointHd to look into the mtter of purchasing a dictaphone for reading the x-ray films. r Dr. Knox reported that he had contacted Dr. Norton on the matter of having a survey or investigation made of the health department. It was brought out that Dr. McGavran of the School of Pub~ic Health. Chapel Hill. might be able to assign some graduate students to do a survey here. Dr. Wessell expressed the thought that the newspaper articles published recently on the activities of the health department were mighty good. and suggested that the names of those doing the work be added. The Health Officer suggested that a quarterly report. be submitted inst"ad of a monthly report, but Mayor White felt that the monthly reports now being submitted were all right. and that a monthly report was much better than the quarterly. Chainnan Horton was of the opinion that the monthly reports should be continued. After the general discussion. it was the unanimous opinion of the Board that the monthly reports be continued. v- Mayor White asked what progress Mr. Haas is making with his work of grading food establishnlents. Dr. Knox wanted to know how many inspections are made by Mr. Haas before he grades a place. The Health Officer estimated three or four trips. some- times mar". depending on the equilEent being installed. Mayor White stated at that ratj.o he will cover the County in seven or eight months. Referring to the mosquito program; Chainnan Horton reported that they had some equipment from the Civil Defense stored at the Air Port for use in ditching through- out the County, and they will spray with oil when they are ditching. . Chainnan Horton brought to the attention of the Board the new meat plant that is being opened up at the place fonnerly used by O. C. Moore Plant. In this connection he mentioned that salaries of veterinarians in most of the counties throughout the State are being paid for their work on a fee basis. Under the State law it is nec- essary for the County Commissioners to adopt certain laws and fix the fees for meat inspection. Chairman Horton said that he would present it to the County Commissioners for adoption after recommendation from the Board of Health. It was moved by Mayor White. seconded by Dr. Wessell, that the following fees be adopted: For each day's kill; hogs, first ten (10) 35~ each; the next ninety (90) 20~ each; the next one hundred (100) 10~ each; allover two hundred (200) 5, each. Beef and other animals 75' each regardless of the number slaughtered daily. The above fees were adopted on a trial basis with the understanding that if they return too much revenue to pay the veterinarian they would be revised down-ward. If, art, the other hand. they return too Jj ttJe revenue to pay the veterlnarian they would be revised up-ward. _. , Chainnan Horton asked what should be the time limit in an arrested case of tuberculosi before the individilal should return to work. Dr. Wessell stated that this would - ......., 126 depend on numerous factors. and that it would be well for the individual to be sent to the Sanatorium for a few days for study. ..... The Board of Health then took up the matter of the 1953-1954 budget. The budget as submitted by the health deJ:8rtment to the appropriating authorities requested $130.487.00. The budget approved by the a-ppropriating authorities called for an expenditure of $120.7ll.24. The appropriation to the health department by the Oity and County for the fiscal year 1953-1954 is $86.961.00. the same as for the fiscal year 1952-1953. A motion was !lade by Mayor White that the vacancies in the nursing division be frozen.and taking into con- sideration the fact that approximately one-half of the year will be gone be- fore a new sanitarian can be found and placed in the job, that the department can operate on the $120,711.21,. Motion seconded by Dr. Smith and carried. - Following a discussion of the requirements for food handling exmployees; as a supplement to Item 18 of Laws. RUles and Regulations Governing the Sanitation of Restaurants ani other Food Handling Establishments; Dr. Wessell mde the follow- ing motion: Be It Moved by the Board of Health in session this day. September 2. 1953. that it be mandatory that alJ f.ood handlers have a chest x-ray showing no evidence of active tuberculosis. Motion seconded by Mayor White and carried. Dr. Wessell made the motion that the Health Officer be instructed to receive applicati.ons for the position of senior sanitarian. Motion seconded by Dr. Knox and carried. The physical condition of our Pltunbing Inspector. Mr. Geo. F. Potter. was ex- plained to the Board by the Health Officer. He stated that it will be four to ~ six months before Mr. Potter will be able to assume his duties as plumbing inspector. It was explained that Mr. Holland is doing the work in addition to _ his regular work as County Sanitarian. A motion was made by Mayor White that Mr. Holland be appointed as acting plumbing inspector effective October 1. 1953. Motion seconded by Dr. Knox and carried. The Board approved the appointment of Mrs. Nell S. Sandifer. Typist Clerk. to replace Miss Patricia Ann Brown who resi.gned August 31. 1953. Following the apparent cut in the Typhus Control Program by the appropriating authorHies. a motion was made by Dr. Smith that the :County appropriating authorities reconsider their appropriation for the Typhus Program.
