02/03/1954 1 :35 REGULAR MONTHLY !1EETING BO!.RD OF HEALTH HELD IN O~FICE OF BOARD FEBlWARY 3, 1954 . Present: Mr. rta',ph T. Horton, Chairman; Dr. J. C. Knox, Dr. James H. Smith and Dr. J. C. Wessell. The minutes of the last meetin[ were read and approved. Chairrr~n Horton reporting on the City-County Reti,ement Fund said that he had contacted the Cit~fficials and as soon as they can get to~ether they will nake the proper financial adjustment. The Health Officer presented to the Board for consideration the following amendment to Section Fifteen (15) of the Rules and Regulations of the Con- solidated board of Health: "Use of garbaee containers, other than above defined, shall be forbidden, and such containers or receptacles so used are hereby declared to be condemned." This amendment was unanimously approved; and the Health Officer asked for and r'ecei ved permission to use Red Stickers on garbage cans which had been condemned. ~ A delegation appeared before the board seeking relief from the odors of the C. S. Melton hog pen on the Carolina Beach Road. Mr. Lee spoke for the dele- gation and explained the conditions existing in this hog pen. Chairman Horton told the group that under the present Rules and Regulations Qoverning Sanitation this Eoard does not have the right to prohibit Mr. Melton from keeping hogs. He suggested that they talk with Mr. Helton and the Board would make a study of the situation and report at their next m,eting. It was pointed out by this group that at times Mr. Helton has more garbage than the hogs can consume and it is left open for the flies to feed on and the hOGS to trample in; all of which goes to make up a very bad condition. Chairman Horton stated that we will make a study of the situation and see what can be done and, if necessary, add to the present law to cover this condition, It was suggested by Dr. Wessell that we take up the problem of zoning the area and see what can be worked out. It was also suggested that Mr. Helton be contacted and have him come in and discuss the matter with us. It was bruught out in the discussion that the cooking of garbage comes under t.he Stat.e Derartment of Agriculture. The Board suggested that Dr. Davis write Mr. Melton suggesting a meeting between Dr. Davis, ChairmBn Horton and possibly Hr. Baggett, Farm Demonstration, Agent.. Dr. Wessell in discussing the tuberculosis situation, st.ated that the Association will furnish a nurse, pay her salarJ and travel t.o find tuberculosis cases and contacts. This nurse is to work under the supervision of Miss Bayley, Nurse Supervisor. Dr. \Vessell requested that the health department offer such assistance, including X-ray, as they can to this nurse. , , Dr. Wessell asked that Dr. Davis be authorized to purchase four caGsetts for the tuberculosis work inasmuch as the Association had made available the money for the salary and travel of a nurse.
