04/07/1954 139 ~ REGULAR MONTHLY YibETING BOARD OF HEALTH HELD IN OFFICE OF BOARD APRIL 7, 1954 '- . Present: Mr. Ralph T. Horton, Chairman; Mayor E. L. White, Dr. J. C. Wessell and Dr. James H. Smith. }linutes of last meeting not read. Progress of sanitation department regarding its activities was brought up by Dr. 0mith, but not discussed in detail. Dr. Davis asked Mr. Horton's assistance in selecting a plumber for the position of examining applications and adrrdnistering tests to applicants. BoarQ decided that all members act, and give any qualified name to Dr. Davis. "'- . '.. Mr. Edwards read letter from Milk Corrnnission concerning Attorney General's ruling on issuance of permit to sell milk in New Hanover County; Health Department could issue permit before Commission approval, but Commission approval would be final. Mr. Edwards stated that so far he had not received any letter from the distributor. Discussion by the Board resulted in ruling that any dairy, milk plant, etc. snould subrni t plans in detail to Milk Inspector before issuance of permit. F"rther stated that health laws requires that cer- tain regulations be observed. Seconded by Dr. Wessell. ~ . The Health Officer asked the Board to consider the recommendation of Dr. Norton that New Hanover County participate in select testing (Salk) for the polio ironlunity. Motion presented by Mr. White: New Hanover County not participate at present in L~unity test because of time element, further reports of American MeUical Society, National Institute of Health, and US PH Service. JF~tion passed. Dr. Wessell asked to be recorded as saying No. No motion made about permanent situation of assistant plurr~ing inspector. Allowed to rest ur,til budget time. Hotion by Dr. Davis that Mr. Holland be installed as plwnbing inspector was accepted and seconded by Dr. Smith. This motion will be reopened at budGet time. School for food handlers was put off until later date. Action on Bellwell }lill section regarding toilets suspended until latsr date. SU.,gested that sanitation department handle this.
