05/05/1954 , 141 r REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD MAY 5, 1954 . - Present: Mr. Ralph T. Horton, Chainman; Mayor E. L. White, Dr. J. C. Wessell and Dr. James H. Smith. The Board members having received copies of the minutes of the last meeting, reading .of the minutes was dispensed with. Dr. Wessell stated that he asked Mr. Hayes to change his vote to read as Yes in favor of the motion by Mayor White regarding the Polio vaccine test program. Chairman Horton read a letter he had received from Mr. E. R. Coltraine of the Coble Dairy Products Company in reply to his letter regarding the permit for their Company to distribute milk in New Hanover County. The letter stated in part as follows: "I think the things you outlined in your letter are ve17 fair and we will contact you sometime in the ve17 near future." . The health department budget for the fiscal year 1954-1955 was presented to the Board by the Health Officer. In presenting this budget the Health Officer stated that the health department has received no increase during the past three years from the local appropriating authorities while the funds received from the State and Federal governments have been cut in the amount of $19,627.00. This budget did not include funds for the Malaria, Typhus or Dyna-Fog Mosquito Fly programs which funds are in separate appropriations. .. Chairman Horton asked that an item, cost in lieu of rent, such as is included in the Welfare Department's budget be placed in the health department budget. The sala17 of the Veterinarian was discussed and it was pointed out that funds for this item would come from meat inspection fees. Following a general discussion of the budget; Dr. Wessell stated that Mrs.Harrington, the nurse now doing tuberculosis work and paid by the local T. B. ASSOciation, would not be employed by them after December 1954. A motion was made by Dr. Wessell, seconded by Dr. Smith, that this t;uberculosis nurse's sala17 be added to the budget as submitted. The motion carried. Chairman Horton mentioned the fact that this tuberculosis nurse's reports should come into the health department. Chairman Horton also said that they had been able to line up a program whereby Dr. Peck and Dr. Willis would take patients in the State Sana- torium out of order of their application so as to leave certain patients in the New Hanover County Sanatorium. Dr. Wessell mentioned the work being done by Mr. Potter to which Mr. Lassiter stated that Mr. Potter is doing his work well as rural sanitarian and assistant plumbing inspector. ~ The Board urged the Health Officer to give particular attention to baving the food sanitarians check the eating places at the beaches so that they may be in readiness for the beach season. ~ ~ The matter of a dog warden was mentioned and it was suggested that this could best be handled through the Sheriff I s department.
