09/01/1954 149 ~ REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD SEPTEMBER 1, 1954 .. Present: Mr. Ralph T. Horton, Chairman, Mayor E. L. ~lhite, Dr. J. C. knox and Dr. James H. Smith. Motion was made by Mayor White, seconded by Dr. Smith, that the reading of the minutes of the last meeting be dispensed with. Mr. Lassiter gave a report on the trip he and Mr. Holland made to Fayetteville for the purpose of observing the installation of asbestos cement pipe and securing other pertinent data on the use of this material as soil pipe in house sewer installation. Mr. Lassiter stated that he was not impressed with the workmanshfp, but had no objection to the use of this material. He further stated that the new asbestos cement joints are not now available, but understood they would be within six weeks. Mr. Shafer and Mr. Yawn, representatives of the Asbestos Cement Pipe Company, were present and discussed this material with the Board. In the discussion it was brought out that the cost of asbestos cement pipe was less thanoast iron, now being used, and that it would result in a saving to the house-huilder. There was also a general discussion ngarding the substitution of copper pipe of a smaller dimension instead of the mandatory requirement of 3/4 inch gal- vanized line for hot water installations. .. . After a general discussion of amendments to the plumbing code; motion was made by Mayor White, seconded by Dr. Knox, that the present plumbing code be amended, as follows, to permit the use of asbestos cement pipe instead of cast iron for soil line for house sewers; and copper tubing for hot water main lines: 1. The use of asbestos cement pipe, of a quality equal to Johns Manville Transite pipe specifications, be permitted under certain conditions. The pipe may be used only in house sewers beginning five feet (5) from building and shall have at least eight (8) inches of cover at all points; except where it passes under a driveway it shall have at least twenty-fpur (24) inches of cover. Connections shall be made only with adaptors approved by the plumbing inspector. The joints shall be made only with the nfM type couplings. The approved couplings probably will not be available for several weeks. The use of the pipe until that time is prohibited. Carried. 2. Hot water main lines of one-half (~) inch copper tubing may be used in residences containing not more than one and one-half (l~) baths and one kitchen sink. Carried. 3. Cast iron stubs may be used for closet bowl connections in cement floors. (Ground floors only). Carried. I .. . Chairman Horton mentioned the vending machines in use for coffee or chocolate. The Health Ufficer stated that this department had approved the usage of a coffee vending machine under certain conditions. The Health O;ficer mentioned to the Board that the national meeting of the American Public Health Association meets in Buffalo, New York, in October. It 150 was the unanL~ous oplnlon of the Board that the Health Officer should attend this meeting. The quarantine on dogs that want into effect August 23, 1954, was dis- cussed and approval given for the county wide quarantine. The food-handling report for August showed the grading(of fifty-six (56) establishments. It l,as reported that the food sanitarians were preparing a report for the Board of Educatiod on the school cafeterias. A report from the nurses division showed a total of six (6) cases of Polio reported during August and a total of twenty-three (23) cases for the year to date.
