11/10/1954 153 l1.EGULAH MONTHLY ~L ETING BUAIill OF HEALTH HELD IN UcFICE OF BOAr~ NUVEHBER 10, 1954 . Present: Mr. Ralph T. Horton, Chairman; Mayor E. L. White, Dr. J. C. Wessell, Dr. J. C. Knox and Mr. H. M. Roland. On motion by Dr. jiessell, seconded by Dr. Knox, the reading of t he minutes was dispensed with. The Health Uffjcer reported that he had had a call from the Red Cross requesting the number of hours the health department personnel had worked during and follow- ing the hurricane disaster. The Health Ufficer announced to the Board that Dr. Frank J. Dufner had arrived and assumed his duties in the department. The Health Ufficer and Mr. Lassiter, Sanitary Engineer, discussed briefly the problems in the Selver system at Carolina Beach caused by Hurricane Hazel. The Health Ufficer also mentioned that during the high tide that morning the ocean came over the highway in several places both in the northern and southern ex- tensions of the beach. It was reported by Mr. Lassiter that the effluent condition at the Wilmin~ton Packing Company (Prince George Creek) was being taken care of; he didn't know just how far the work had progressed, but he thought the rains had probably helped some. Dr. Wessell mentioned the bulk milk containers that had been approved by the State board of health and the Hilk Commission for use in restaurants, hotels, schools, etc. The Health Officer stated that a few had br;en installed here on a temporary ex- perimental basis and that milk samples would be taken weekly for bacterial tests. It is understood that the milk is both pasteurized and homog6nized. To use these containers they are to be filled and sealed at the processing plant, and before being refilled they must go back to the plant with the seal unbroken where they are thorough- ly sterilized before they are refilled, The milk is delivered in five (5) gallon containers. Dr. Wessell nave as his reason for opposing the bulk containers the great daneer of contamination, After discussinE this matter, Dr. Knox made the motion that we go on record as opposing milk in bulk to the consuming public when sold in a retail manner across the table. Botion was second~d by Dr. Wessell. Mr. White asked to be recorded as not voting. The Foed 'ianitarian's report was cared for and it showed ei,~ht~en (lR) places as having been graded during the month of October. The Health U ficer explained that since the hurricane the sanitarian's time had bf'en devoted to ,,'Orkinr, with the operators at the be~.ches on their rebuilding Gnd that this l'Iould cor,sume most of his time for quite a while. Chairman Horton commented on the dif~erence in salaries for the plumbing inspector and the assistant plumbinG inspector. He ;;as informed that these salaries had b~en approved by the Herit System. Chairman Horton announced that the reason for calling this Bpecial meetinr to discuss bulk milk was due to the request fro~ the Restaurant Association. Mr. White mentioned that since the newspaper carried an article about the bulk milk machine he thoue;ht it best that vie call a Board m~eting and discuss this matter, and he asked Mr. Ste\.iart to bring the machine in for demonstration to the Doard. Chairman Horton suid he understood the machinE;s Here on a trial basis ani! laboratory tests ;;ere to be made for bact8rial counts. Mr. H~as, 'ianitarian, re~arked that no samples for bacterial counts had been taken, but plans hau been made to take samples ~nd run test on them. The Agent for these machines was to notify the health department wh'.n and where the machines would be installed. . - Dr. Wessell stated that these mach,nes were taken out of the stores when the news went out over the radio and in the nelVspaper 7>hat the Board had disapproved their being used. He further stated that he objected to these machines because we had worked so hard to get the milk in individual packares and when the milk goes into these packages it is not exposed; he is not so sure about the machines. The ITachines will have to be thoroughly cleaned after being emptied or else they become con- taminated. Another r,ason is that iP milk is left in the m; chines in the schools from Friday untH Nonday there is a possibility of its beinf sour and definitely older than desirable. We did take it up at our last meeting and discussed it, but had nothing definite to work on and "e couldn't see the packaged milk going out the window with nothing better to replace it. He also stated that if the ,'eal is broken the operator's privilece to sell would be revoked. Chairman Horton stated that the board did not question the honesty of the restaurant operators; that '",as not the rE.ason the Board made the statement, but it was due to the bacterial count. It was stated by Dr. Knox that the Board had adopted the 1953 U.", Public Health Service Milk Urdinance and all we can do is to follow along with that urdinance; and it was his opinion that the only thing we can do is to keep the single packages that we are nO\v using. He also stated that if these machines are approved and the milk checked as it should be money would have to be provided for laboratory and health department workers. ~ Mr. Kike Zezefellis, operator of the Crystal Restaurant, stated toat he had only USCQ the nmchine one and one-half (l~) days, but had found it satisfactory. '" . After the machine had been demonstrated and the general discussion; motion was made by Dr. 'dessell, seconded by Mr. Roland, that in fairness to all concerned, it will be wise to rescind the motion made at the regular Board meeting on November 10, 1954, and install the same number of machines, four (4), that had been installed. Mr. White stated that he understood that a number of other machines had been sold , 156 - .... and would probably have been installed had it not been for t he action of the Board of Health on Wednesday and, in fairness to them, he thought .~ they should be permitted to be installed along with the other four (4), making a total of eight (8). Dr. \vessell agreed with Hr. .!hite I s statement and included that in his motion that a total of eight (8) machines be installed on a trial basis for ninety (90) days subject to the bacterial counts; and, further that no other make or model of machine c an be installed and no machine can be installed ",ithout the approval of the board of Health.
