02/02/1955 , 161 ~ REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD FEBRUARY 2, 1955 Present: Mr. Ralph T. Horton, Chairman; Dr. J. C. Wessell, Dr. J. C. Knox, Mr. H. M. Roland and Dr. James H. Smith. Copies of the minutes of the last meeting having been mailed to the Board members, on motion by Mr. Roland, seconded by Dr. Smith, the reading of the minutes was dispensed with. Mr. Lassiter, Sanitary Engineer, stated that improvements had been made at the Wilmington Packing Company, but we still wanted the tank connected into the other line. , Mr. Edwards, reporting on the bulk milk dispensers, told of the discussion of this subject at the Southeastern Health Workers meeting in Jacksonville, and it was brought out that New Hanover County is the only County that is doing any testing on these dispensers. Mr. John Andrews, from the ~ate Board of Health, lead the dis- cussion, but what figures he had had been obtained from Mr. Edwards. In order to compare tests on milk from the dispensers tests are also being run on cartons of milk obtained from stores. In making six tests from dispenders and three from cartons only one showed colon; one from the Jiffy Grill dispenser, none on the carton. The equipment for filling the dispensers is now in the plant. It was learned at the 8acksonville meeting that only 96 bulk milk dispensers are in use in the entire State. Chairman Horton read a letter from Dr, Norton, State Health Officer, asking that this department, if possible, go along with Brunswick County by letting Dr. Davis act as Health Officer in that County. Following a general discussion of the needs for a health department in Brunswick County and what it will mean to New Hanover County, motion was made by Dr. Wessell, seconded by Dr. Knox, that Dr. Davis act as Health Officer on a part-time basis in Brunswick County for the remainder of this fiscal yea~ to July 1, 1955. The motion carried and the Secretary was instructed to write Dr. Norton advising him of the Board's action. The question of master pltunbers and journeyman plumbers and their work came up for discussion. Mr. W. F. Morrison, Executive Secretary of the State Board of Examiners of Heating and Plumbing Contractors, Raleigh, North Carolina, was invited by Dr. Wessell to appear before the Board and explain to them the state laws covering the issuance of plumbing permits in towns and cities of more than 3500 population. He e:xplained the difference between a master plumber and a journeyman plumber. His explanation was as follows: A master pltunber need not be an individual with the specific skill needed for the actual pnysical installation of the plumbing job. The master plumber, however, must be able to design and supervise the proper installation and he must assurie the responsi- bility for the proper installation of any job he contracts for. A journeyman .pltunber is the man who is capable of doing the actual physical installation of the plumbing job, and, in most instances, is licensed by the individual county or municipality and who is hired by the master plumber who has a shop in which the lay-out of the job is made. The master pltunber then hires the journeyman plumber to do the actual work of installation. The following ordinance was suggested for inclusion in the plumbing code as adopted by the Consolidated Board of Health, City of Wilmington and New Hanover County, of 1951: , Section 1. That before any person, responsible for the installation of plumbing in the City of Wilmington, shall be issued a permit to install same in accordance with the regulation of the Board of Health of New Hanover County, he shall first produce satis- factory evidence that he holds a State license in accordance with North Carolina General Statutes Chapter 87, Article 2. Section 2. All ordinances and clauses of ordinances in conflict herewith are hereby " 162 repealed. Section 3. This ordinance shall be in full force and effect from and after June 1, 1955. <1 A suggestion was also made for an ordinance reqUlr1ng a surety bond of all plumbers responsible for the installation of plumbing in New Hanover County. The following ordinance was suggested: ..... - '/ BE IT ORDAINED BY THE BOARD OF HEALTH OF NEW HANOVER COUNTY: Section 1. That every person, responsible for the installation pf plumbing in New Hanover County, in accordance with the rules and regulations of the Board of Health of New Hanover County, shall, prior to the installation of same, deliver to the County Board of Health an approved surety bond in the amount of $ , conditioned upon the faithful performance of duty in making con- nections to city, town or private water supply and sewage disposal systems, and to indemnify the County Board of Health, cities and towns, and the County of New Hanover, against loss to person or damage to property in any manner whatso- ever caused by neglect, unskilled workmanship, or damage to sewers or sidewalks, or the use,of defective materials. Section 2. All ordinances and clauses of ordinances in conflict herewith are hereby repealed. Section 3. This ordinance shall be in full force and effect from and after its adoption. ..- Following the diecussion and reading of the proposed ordinances, it was moved by Dr. Wessell, seconded by Mr. Roland, that the proposed ordinances be tabled to ~ be brought up at the next meeting. Carried. ..-I Mr. Lassiter asked that the septic tank section of the plumbing regulation, Section 43, be amended to read as follows: "The tile line fro!ll septic tanks, grease traps, and washing machine t~s shall be laid in a trench at least 18 inches wide, with at least 3 inches of filter material beneath the tile and at least 2 inches of filter material above the tile." Dr. Wessell made the motion that the above amendment to Section 43 of the plumbing code be adopted. Motion seconded by Mr. Roland and carried. The Board asked that suitable expressions of sympathy be conveyed to the family of Mr. R. B. Page and that a copy of same be spread upon the minutes of the Board of Health. The following letter was sent to Mrs. Page: liThe Consolidated Board of Health at its recent meeting expressed its regret at the death of Mr. Page, and its appreciation of his contribution to the health of this community through the constructive interest he always held in such matters and so ably manifested in the press."
