04/06/1955 .y- 165 . REGULAR MONTHLY MbETING BOARD OF HEALTH HELD IN orncE OF BOARD APRIL 6, 1955 ~ Present Mr. E. L. White, Mayor; Dr. J. C. Wessell, Dr. James H. Smith, Dr. J. C. Knox and Mr. H. M. Roland. In the absence of Chairman Horton, the meeting was presided over by Mayor White. The reading of the minutes was dispensed with since copies had been mailed to the Board members. The Board discussed and were unanimously of the op~m.on that a bond should be required of plumbers on a county-wide basis. The final disposition of the matter was carried over until the next meeting at which time the Board is to have a report from the City and County attorneys with reference to the type of bond and the amount of the bond. Motion was made by Dr. J. C. Wessell, seconded by Dr. James H. Smith, that the Honorable Addison Hewlett, Jr., be requested to send a copy of House Bill No. 843, and any other bills pertaining to or affecting public health matters to this department. Motion carried. ... It was explained to the Board that when the budget was set up for the 1954- 1955 fiscal year, an item of $720.qo salary plus $120.00 travel was included to carry Mrs. Rebecca Harrington, Tuberculosis Nurse, which previously had been paid by the Tuberculosis Association, for the last three months of this fiscal year. The amount of money set up necessitated that the position be classified as a Junior Public Health Nurse, although Mrs. Harrington has a rating of Senior Public Health Nurse under the Merit System. II!>- Following a general discussion relative to dumping trash and garbage in various sections in the County; motion was made by Dr. J. C. Wessell, seconded by Mr. Knox, that Mr. Lassiter, Sanitary Engineer, be instructed to bring in a full report after contacting a man in the County who has proper equipment to develop a sanitary land-fill and to see if this could be coordinated with all others collecting trash and garbage outside the City limits. Carried. The program for the administration of the Salk Polio Vaccine was discussed. All local details, it was stated, had been worked out in as far as possible prior to actual receipt of the material. New Hanover County Health Department is to act as a distributing center for eleven counties. There being no further business, the meeting adjourned. That every person undertaking to install or is responsible for the installation of plumbing in Bew Hanove1' Count,. in accordance with the l' ules and regulations of the Consolidated Board of Health of said County shall, prior to the beginning of the installation of the same, deliver to the Consolidated Board of Health an II> proved surety bond in the S1Ul of Ten Thousand l$lO,OOO.OO) Dollars, cond! tioned upon the faithful performance of duty in making plumbing installa- tions and connections to City, Town or private water supply and sewage disposal systems, and providing for indemnity to said Consolidated Boa1'd of Health, New Hanover County and the Cities and Towns wherein said work is being installed and performed against loss to persons and damage to prope1'ty in an,. .anner whatsoever caused by neglect, negligence, unskilled workaanship, 01' damages to sewers, streets, sidewalks, or the UBe of detective materials. Section 2. Any person unde1'taking to install or who is responsible for the installation of plumbing in New Hanover County in accordance with the 1'ules and regulations of the Consolidated Board of Health of said County may,prior to the a. beginning of the installa tian and construction of the same, in lieu at the surety bond required by Section 1 hereot deliver to said Consolidated Board of Health a liability insurance policy issued by an insurance company authorized to do business in N01'th Carolina in the emount of Ten Thousand ($10,000.00) Dollars for injury and damage to persons, and in the amount of One Thousand ($1,000.00 Dollars covering property damage, and providing for the indemnity coverage to and tor the municipal bodies as the same are set forth in Section 1 hereor. Section 3. Any Ordinance or part of any Ordinance in conflict herewith is hereby repealed. Section 4. Any person violating this Ordinance, or any Rrovision hereor, shall be subject to a penalty of Twenty-five l,2$.00) Dollars ror each violation, and each day that a violation continues shall be cOIl8idered a separate offense and be subject to the same penalty.
