05/04/1955 ,. If)7 REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD MAY 4, 1955 . Present:Mr. Ralph T. Horton, Chairman; Mr. E. L. White, Mayor; Dr. J. C. Knox, Dr. J. C. Wessell, Mr. H. M. Roland and Dr. James H. Smith. On motion by Dr. Wessell, seconded by Mr. Roland, the reading of the minutes was dispensed with. Mr. White reported that the City Attorney had not had time to draw up an Oruinance requiring a surety bond to be furnished by each plumber. Mr. Campbell, City Attorney, suggested that the plumber be given an option on whether he supply to the health department proof that he had liability insurance to the extent of $10,000.00 personal and $1,000.00 property damage or supply the health department with proof of a surety bond in the above amount. After much discussion, motion was made by Mr. White that this Board authorize the drawing of an Ordinance covering the above matter to protect New Hanover County Board of Health, City of WilriIington, New Hanover County, Wrightsville Beach, Carolina Beach and Kure Beach; Ordinance to become effective as of June 1, 1955; that when the Ordinance and bond have been drawn that the Health Officer have copies sent to each member of the Board of Health and that they sign indicat- ing their acceptance of the bond and Ordinance as l1ritten. Dr. Wessell acting in the absence of the Health Officer, due to illness, expressed his pleasure at the smoothness with which the program had been administered, to which Chairman Horton added his congratulations. The 1955-1956 budget was not preeented to the Board at this meeting due to the fact that the Merit System had not made available the data needed for compiling a tentative budget. When the budget is ready a special meeting of the Board will be called. Mr. Edwards recommended that no local legislation be enacted regarding the bulk milk dispensers since they are covered by State laws administered by the Department of Agriculture. It was moved by Dr. Knox, seconded by Dr. Smith, that the previous local regulations passed by this Board effecting these machines be rescinded. Motion carried. .. .., The Health Officer discussed with the Board a problem anslng from a tuberculosis patient with positive sputum who had not been cooperative in protecting others from infection. Dr. Smith suggested that the law regarding such cases be enforced and that in the case of Hrs. Rives a warrant be drawn. The question was asked the Health Officer what was being done with regard to food 168 sanitation mentioning the fact that the summer season is near. A copy of House Bill 843 had been received by this department from Mr. Addison Hewlett, Representative from New Hanover County. This bill was largely confined to clarifying the definitions relating to eating houses, motels, hotels, etc. Dr. Wessell. called attention to the fact that this was the last meeting at which Mr. White, Mayor, would be an official member of the Board. He stated that Mr. White had been one of the most aotive and interested members of the Board during the eight years he served as a City representative. Regret was expressed by all members of the Board. Mr. Roland was requested to draw up suitable resolutions expressing the appreciation of the fellow Board members to Mr. White for the valuable contribution he had contributed during his years as a member of this Board. Horton, Chairman; Mayor E. L. White, Dr. J. C. Wessell, Dr. J. C. Knox, Mr. H. M. Roland and Dr. James H. Smith. A special meeting of the Board of Health was called in order to pass upon the tentati ve budget of the health department for the fiscal year 1955-1956 which had to be sub~tted to the appropriating authorities not later than May 25, 1955. On motion by Dr. Wessell, seconded by Mr. Roland, the reading of the minutes of the V~y 4th meeting was dispensed with. Carried. After a thorough discussion of the budget as submitted, motion was made by Dr. Wessell, seconded by Dr. Smith, that the tentative budget be approved subject to action of the City and County officials. Carried. The tentative budget showed the following requests: salaries $107,880.00; supplies $21,604.00; dental $2,500.00; total $131,984.00. Expected revenue and State and Federal appropriations $26,887.28; requested of the City and County $108,813.70. Typhus Control Program ~4,000.OO; Mosquito Control Program $5,400.00. Confirmation was made of the action taken at the previous meeting regarding the bonding or insuring required of all plumbers and on motion by Mr. White, seconded by Dr. Wessell, the Health Officer was instructed to notify all plumbers of the action taken and that the Ordinance would go into effect June 1, 1955. Carried. r ~ Mr. Lassiter reported that the co~mittee appointed at the previous meeting had not been able to accumulate sufficient data for the preparation of an ordinance covering the disposal of trash and garbage and asked that more time be given this committee for study. This permission was granted. Special request was asked for the payment of two bills, one covering the audit of the health department's books for 1953-1954 and the other for repairs and termite control in the health department building. The reason these two bills were brought before the Board was due to the fact that they were not budgeted. Motion was made by Mr. Roland, seconded by Dr. Knox, that these bills be paid out of contingent funds. Carried. On motion by Mr. White, seconded by Mr. Roland, the Health Officer was riven permission to use unexpended budget items to take care of over-expended items in the budget for the fiscal year 1954-1955. Carried. Motion was made by Dr~ Knox, seconded by Dr. Wessell, that this special meeting take the place of the regular meeting due to be held on June 1, 1955. Carried. At the May 4, 1955, meeting Mr. Roland was asked to prepare suitable resolutions of regret at the termination of Mayor White's membership on the Board of Health. The resolutions as prepared by Mr. Roland were read and a copy is hereby attached to these minutes. Copies were also sent to the City and County governments and to the press, radio and T. V. " .
