Smith and Dr. J. C. Wessell. On motion by Dr. Wessell, seconded by Dr. Smith, the reading of the minutes was dispensed with. Mr. Charles M. White, Chairman of the Governor's Commission for Salt Marsh Hoc'luito Survey of North Carolina, Was in Wilmington on August 9, 1955, to dis- cuss the emergency means of combatting Salt ~~rsh Mosquitoes for the remainder of this calendar year. It was agreed between Mr. White and this department that the health department would purchase an additional Dyna-Fog machine from their funds; in a manner of State participation, the State would purchase for New Hanover Cpunty forty (40) barrels or approximately 2000 gallons of DDT Concentrate. It was further agreed by Mr. White that the Board of Health could purchase at least three barrels of Concentrate and have the bills made to the Salt Marsh Mosquito Study Commission in order that there would be no delay while the State contract for Con- centrate would be negotiated. On motion by Dr. Smith, seconded by Dr. Knox, the Board of Health at its regular meeting August 10, 1955, approved the purchase of the extra Dyna-Fog machine at a price of $1185.00. Carried. ~'-- ~ The Board was requested to permit the combining of the Typhus and the Mosquito- Fly-Spray programs, so far as the finances of these two programs are concerned, in accorQance with the request of the City and County that these two programs be combined. Motion was made by Dr, Knox, seconded by Dr. Smith, that the above request be granted. Carried. ~ Dr. Wessell requested that the Board instruct the Health Officer t~onfer with Dr. Fred T. Foard of the State Board of Health, and that a request be made of the proper authorities to utilize in SOme manner for private physicians,or other agencies, the Salk Vaccine now in the hands of this d epo.rtment since the expiration date of some of this vaccine is September 1, 1955. On motion by Dr. Knox, seconded by Dr. Smith, the budget for the fiscal year 1955-1956, was approved conforming to the amount granted by the City, County and State appropriating bodies in the amount of $127,819.60 of which the City and County are to appropriate $103,011.60 on the regular budget; and $9400.00 on the combined Typhus and Mosquito- Fly Spray programs to be known, from this time on, as the Insect and Rodent Control Program. Carried. 1'11', Lassiter, Sanitary Engineer, mentioned the fact that he had been running a few water samples for the people in the adjoining counties and making no charge. The Board agreed that as a matter of courtesycna good-will that this practice be continued with the understanding that if at any time it became burdensome it be discontinued. . Mr. Horton, Chairman of the County Commissioners, explained to the Board that due to abuses that had become evident in the Welfare APTD program, primarily among the colored population, that the County Commissioners had asked the New Hanover County Medical Society to appoint medical specialists to review all new applications and the existing cases now receiving aid under this program. It was suggested by Mr. Horton, that Dr. Davis, Health Officer, assign the individual case to the specialist best suited to pass upon the disability as indicated on the application.
