REGULAR MONTHLY MEETING BOARD OF HEALTH

Present: Mr. Ralph T. Horton, Chainnan; Mr. Dan D. Cameron, Mayor; Dr. J. C.
Knox, Dr. James H. Smith, Dr. J. C. Wessell and Mr. H. M. Roland.
On motion by Mr. Roland, seconded by Dr. Knox, the reading of the minutes was
di spensed with.
Mayor Cameron was welcomed as a new member of the Board of Health, and Chainnan
Horton suggested to Mayor Cameron that he preside at the Board meetings in the
absence of the Chairman.
The matter of old business, garbage disposal, was taken up and Mr. Lassiter,
Sanitary Engineer, stated that a tentative ordinance had been drawn and each
Board member had been given a copy, but no action had been taken on it so far.
He suggested that more copies be prepared for further study and review and a
copy sent to each Board member.
Cllail'lllB.ll Horton reported to the Board that he had, through the Civil Defense
Department, been able to secure the use of a Buffalo Turbine machine which was
picked up in Florence, South Carolina, and put into service the day following
the Board's authorization for securing this piece of equipment.

The Health Officer reported the acquisition of the Buffalo Turbine Spray machine.
He further reported that between three and five hundred gallons of DDT mixture
is being put out each day by the three machines now in operation.
Mr. Clyde Fehn, U. S. Public Health Service Consultant, was reported as still being
in the area and that he is now devoting a portion of his time to the collection of
mosquitoes to be sent to the laboratory in Atlanta for virus study in connection
with the encephalitis in horses in southeastern United States.

The Health Officer reported that he had been called before the Grand Jury relative
to a nuisance created by a hog lot owned by Mr. Otto Leeuwenburg,and that it was
his understanding that the Grand Jury's findings were that a presentment would be
made declaring this lot a common nuisance as deferentiated from a public health
nuisance.
Mr. Edwards called to the attention of the Board the fact that the present ordinance
passed by the Board requires the disposal of garbage and refuse within seventy-two
hours and, inasmuch as this is impossible unier the twice-weekly collection system
in operation by the City of Wilmington that something should be done with regard to
this ordinance time rather than just ignore it. Mayor Cameron defended the City's
position on the ground that they were receiving very few complaints at the present
time, and that under the present budget and tax rate it was impossible to maintain
additional collections. He further stated that in certain areas where it had been
found necessary they had put on additional collections. Mayor Cameron also stated
that if at the end of this fiscal year the present system has been unsatisfactory
that a tax rate sufficient to give satisfactory service will be set.

The Health Officer reported on the current status of the National Polio Salk
Vaccine program.

A letter was read by Chairman Horton received from Dr. J. W. R. Norton, State
Health Officer, in which it was stated that $400.00 had been allocated to New

Hanover County for administrative purposes in connection with the ad-
ministration of the Salk Polio Vaccine under the national program. The
letter fUrther stated that additional money would be available at a later
date for this purpose; and that the total allotted to New Hanover County
under the fonnula for the distribution of this federal money wQuld be
$1440.00, including the flat grant of $400.00.
