REGULAR MONTHLY MEETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD

Present: Mr. Ralph T. Horton, Chairman, Dr. J. C. Wessell, Dr.J. C. Knox and
Dr. James H. Smith.
The meeting was called to order by the Chairman and the minutes of the last
meeting were approved ~nd accepted.
A report of the meeting of the county garbage collectors and other interested
parties, which was held on November 29, 1955, was given by Mr. L. I. Lassiter,
and there was some discussion by the members. Dr. Wessell made a motion to accept
Mr. Lassiter's reportj Motion was seconded by Dr. Smith. Another meeting of the
committee will meet sometime in January 1956. Mr. Horton suggested that in the
meantime interested parties visit counties that now have this type of collection
and the sanitary landfill method. Dr. Wessell sugrested that the decision of the
Board at the last meeting be carried out regarding the six months period given for
compliance. Mr. Horton suggested that several landfill locations be available in
order to save time and money. There was a discussion of rat problems at landfills,
but it was decided that there would be no rat problems if the landfills were properly
handled.

Mr. Horton presented a check to the Health Department in the amount of $2793.27
from the Federal Government for the Buffalo Turbine equipment used in the Insect
& Rodent Control program.

,. The Health Officer called attention to the fact that illiterates/applying to take
the local plumbing examination. Dr. Smith referred to the decision that was made
at a previous Board of Health meeting that such applicants would not be accepted
in the future. Reference was made to the Plumbing Code of New Hanover County and
it was unanimously decided that the rules and regulations would be enforced in
such cases.
Mr. A. E. Snow, Plumber, was presented to the Board to fill the vacancy of Mr.
C. F. Zellars on the Plumbers' Examining Board for New Hanover County. Mr. Snow
was rejected by the I:loard on the grounds that he is not a resident of New Hanover
County. Dr. Smith made a motion to accept the person that might be recommended by
Health Department staff members to fill the vacancy. Dr. Wessell seconded this
motion.
Dr. Wessell brought up the discussion of the garbage problem on Dock Street between
16th and 17th; Colonial Stores and Lane's Drug Store. Mr. Lassiter stated that he
would have this matter rechecked. Dr. Wessell stated that he did not approve of
twice a week garbage collection.

The Health Officer reminded the Board members that the old minutes of the Board of
Health that were recovered several months ago had not been officially accepted by
the State Board of Health and that credit had not been given to us as being the
first county health department organized in the United States. Dr. Smith made a
motion that Dr. Knox check with the State Board of Health as to why these minutes
had not been accepted. The Health Officer suggested the idea of having a plaque

erected on Third Street calling attention to this.

Mr. Horton discussed the division of funds furnished by local, state and
federal; also the fact that this county has not taken advantage of the Mental
Health Program. The Health Officer explained that the reason for this is that
local organizations would have to put up a certain amount of money oefore we
could r ecei ve state aid for this program. It was decided that this program
would be advantageous to this and surrounding counties. Dr. Knox told of some
private patients of his that would benefit by such a program and that he was
sure that there are plenty others that would also benefit. These patients are
now being carried to clinics in Raleigh and Durham through the Family Service
Society. Mr. Horton asked the Health Officer to oontact the State Board of Health
and get information on this program and present it at the next Board meeting. Dr.
Smith suggested that local committees that are interested in this program be
contacted and get their suggestions and reactions.

Dr. Wessell asked the question as to when the Sanatorium would be closed. He
discussed the fact that he did not consider the new treatment as adequate. Dr.
Smith asked about the follow-up work beihg done by the health nurses. Dr. Wessell
remarked on the delay of x-ray reports and the Health Officer stated that it is
not practical to cut a roll of films.
There being no further business, the meeting adjourned.
