01/11/1956 185 REGULAR MONTHLY M:~ETING BOARD OF HEALTH HELD IN OFFICE OF BOARD JANUARY 11, 1956 . Present: Mr. Ralph T. Horton, Chairman; Mayor Dan D. Cameron, Dr. J. C. Wessell, Dr. James H. Smith, Dr. J. C. Knox and }~. H. M. Roland. On motion by Dr. Smith, seconded by Dr. Wessell, the reading of the minutes was dispensed with. Under the heading of old business, the Chairman brought up the matter of a mental health center for New Hanover County. In the discussion it was brought out by Chairman Horton that funds for such a center would be based on 50% federal; 25% state and 25% local contributions. Dr. Smith stated that he was very much in favor of doing would could be done to establish a center here and he thought that certain organizations would be interested in helping raise the necessary local funds. Dr. Smith gave to the Chairman a report on earlier efforts to organize such a clinic here. This report had been prepared by Mrs. Emma Howell. It was also stated in the meeting that mental health centers have already been established in Charlotte, Raleigh, Durham and Winston-salem; and that two other centers, one in Fayetteville and one in Greenville are in process of organization. Following the discussion, Chairman Horton appointed a corrmdttee composed of Dr. Smith, Chairman; Mayor Cameron, Dr. Knox and the Health Officer to investigate the possibility of establishing a mental health center in this County. Dr. Wessell asked what progress had been made concerning the skin patch test for tuberculosi s. , The present status of Salk vaccine was discussed. The Health Officer stated that our supply of the 30% allotted this health department was np.arly exhausted. It was announced in the meeting that Mr. Edwards and Mr. Lassiter expect to attend a seminar on Public Health implications of the Nuclear Power Industry to be held at the School of Public Health in Chapel Hill, North Carolina, January 23-26, 1956. Following the closing of this seminar they plan to visit Durham and Forsyth Counties to study their method of collection and disposal of garbage and refuse outside of the incorporat- ed towns. Mr. Lassiter requested that an ordinance be passed as an amendment to Section 43 of the Plwnbing Code which requires all eating places, meat markets and similar places to install a two-compartment grease trap. On motion by V~yor Cameron, seconded by Mr. Roland, the following regulation was adopted: ANENmlliNT TO SECTION 43 OF THE PLUl:,BING CODE OF THE CONSOLIDATED BOAHD UF HEALTH, CITY OF \HLMINGTON AND NJi.'d HANOVE1{ COUNTY, NORTH CARULINA The Consolidated Board of Health in their regular monthly meeting January 11, 1956, hereby adopts the following regulation regarding proper installation of grease traps ip all places preparing and/or serving food and/or drinks in New Hanover County, except those areas where municipal sewage is available: All sink waste for the above mentioned places shall be treated in a two-compartment trap and consist of one large trap with a minimum working capacity of 165 gallons and '. a smaller trap with a minimum working capacity of 50 gallons. The waste from the sinks shall empty directly into the larger trap. Both tanks shall be so installed as to form separate traps. The nitrification line shall be connected to the effluent side of the small trap. The length of nitrification line shall be at least 75 feet. When ltj6 in the Op1nlOn of the Health Officer or his representative, conditions so require; both the capacity of the large tank and length of the nitrifica- tion lines shall be increased to meet the approval of the Health Officer. Any ordinance or part of any ordinance, or regulations in conflict here- with is hereby repealed. There being no further business, the meeting adjourned.
