On motion by Dr. ilessell, seconded by Dr. Knox, the minutes of the last mfeting
were accepted h'ithout being )'ead.
Mr. La~siter stated that the committee on garbage disposal had nothing n~w to
report except Mr. blanchard expected to put a landfi1l on some land that he owns
in 'B:ast Wilmington. Discu3sing the garbage and refuse situation further, Chairman
Horton stated tt~t some places in the County h'ere disgraceful; that drive-ins, etc.
were the worst offenders. It was reported that Kure Beach was covering their
garbage in a satisfacto~J maruler. Dr. Smith, expressing his opinion of the situation,
felt that the County should r~ke care of the garbage and refuse disposal and charge
a fee for disposing of it. With referenc.e to the lower end of the County, Ch~irman
horton stated that he would contact Col. McAleer, who is connected with the Federal
Government at Sunny Point, and see if a disposal area could be secured in the buffer
zone. It was su ,gested that the cor~nittee on garbage and refuse disposal call another
meeting of the persons interested in garbage collection and disposal and see just what
can be worked out. Chainnan Horton is to meet with this group. It was brod13ht out in
discussion that Wrig[~sville Beach is doing a good job with their garbage and refuse
disposal under the conditions existing there ror di~posal.

Mr. ~d Haswell, Chief of the State Mental Health Division, was present and discussed
with the board members the possibilities of establishing a mental health clinic in
Wilmington; he told of the tentative plans to establish clinics both in Wilmington
and Elizabeth City with statp- and federal funds. It would all depend, he said, on the
local interest and the availability of funds on a local level. Mr. naswell stated
that a fully staffed clinic would cost from $40,Ono.oo to $42,000.00; but a clinic
could be started with approximately ~32,000.OO total fund of which about ~lO,ooO.OO
would need to be supplied by the local agencies; private, public or both. It is rather
difficult at this time to staff a fully organized clinic due to the lack of sufficient
trained persoilllel being available. The Board asked Mr. Haswell to work out a tentative
estimate of cost for the establishment of a clinic in Wilmington. He agreed to '"0 this.

The Health Ufficer requested the Board's SU[-port in requiring that all cosmotologists
have a check x-ray as a part of their physical examination. It was agreed by the
Board that this was desirable and that our laws already COver this I' equirelllent.
Dr. Wessell notified the bOdrd that due to lack of funds in the Tuberculosis
Association it would be necessary, after July 1, 1956, for the local health department
to purchase x-ray films which in the past have been supplied by the Tuberculosis
Association.

. Mr. Glover, Sahitarian, who had attended a meeting in ~izabethtown, called by the
St~,te Board of Health, to discuss new regulations governlg foodhandling establishments,
was called into the meeting to acquaint the Board with infonnation received at this
m(eting. The new provisions brought out were that private clubs, churches and social
organizations who serve meals would have to comply with the foodhandling regulations
which went into effect lfarch 19, 1956. The local Board of Health discussed the matter
at some length and the general feeling was expressed that thia department approach
rather slowly the enforcen;ent of the provisions of this ordinance in regard to churches.

Mr. Ralph B. Holland, Mr. George F. Potter, Solicitor John J. Burney,
Dr. I. Beverly Lake, Former Professor of Law at Wake Forest; Mr. Damon
Rowan and Mr. Jimmy Cliff.
Hr. Horton called the meeting to order.
Solicitor Burney and Dr. Lake were introduced. They appeared on behalf
of Mr. Damon Rowan and Mr. Jimmy Cliff, Journeyman Plumbers, regarding the
ordinance that was passed by the Board of Hea th on ~~rch 2, 1955, and
which became effective June 1, 1955. Solicitor Burney and Dr. Lake stated
that this ordinance, in their opinion, is illegal and unconstitutional and
should be rescinded. After discussion, Dr. Knox made the motion that this
ordinance be rescinded; motion was seconded by Dr. Wessell and carried.
It was also stated by Solicitor Burney and Dr. Lake that it is their opinion
that if action were to be taken against journeJ~n plumbers doing work in
the City of Wilmington, it would be the responsibility of the State Board
of 'B:xaminers of Plumbing and Heating Contractors.
