09/05/1956 , 20H ~ REGULAR HONTHLY MEr;TING BOARD OF HEALlli HELD IN OFFIOE OF BOARD SEPTE~1BER 5, 1956 , Present: Mr. Dan D. Cameron, Mayor; Dr. J. C. Wessell, Dr. James H. Smith and Dr. J. C. Knox. In the absence of the Chairman, the meeting was presided over by Mayor Cameron. On motion by Dr. Wessell, seconded by Dr. Knox, the minutes of the last meeting were approved without being read. Carried. Miss Watling, Supervising Nurse, gave a report on the polio vaccination program. Her report showed that from April 1955 through August 1956 a total of 27,945 polio shots had been given broken down as follows: first shots 15,487; second shots 10,255 and third shots 2203. She stated that 63% of our eligible population had received one shot of polio vaccine up to September 1, 1956, and that one case of polio had been reported to date this year. ~ There was a general discussion concerning the mosquito program in which it was brought out that there had been very few mosquitoes this year as compared with other years. This improvement in the mosquito problem was attributed probably to late spraying in the fall of 1955 and natural weather conditions this year which has been less favorable for the breeding of mosquitoes. It was possible during 1955 to secure through Federal Disaster Relief a Bu~falo Turbine sprayer. With this type of equipment the department I s general program was changed to the spraying of the rural ar,as where the mosquitoes breed rather than in the City as was done in prior years with the Dyna-Fog machine. The purpose of spraying near the breeding areas is to develop a band of DDT area surrounding the breeding area hoping that few mosquitoes will be able to survive this treated zone. - - The Federal Disaster Relief has approved a project for this year for New Hanover Count of $7,000.00. This money will be used for the purchase, through rent, of a second Buffalo Turbine sprayer designed to be mounted on a Jeep and for materials (DDT Concentrate a nd Fuel Oil), and for emergency labor. It is the intent of the health department to again spray late in the fall season hoping to prevent late fall mosquitoes from depositing fertilized eggs which may hatch in the spring. Mr. Lassiter assured the Board that in the case of local swimming pools, filtration and continuous chlorination made them reasonably safe. It was moved by Dr. Smith, seconded by Dr. Wessell, that the Board of Health in regular session September 5, 1956, notify the County authorities, in writing, re- garding a danger of personal injury that has existed for sometime caused by the collapse of a section of fence adjoining the County property on North Fourth Street, between Market and Princess Streets, in Wilmington, North Carolina.
