10/17/1956 205 REGULAR HONTHLY NEETING BOA.'{D OF HEALTH HELD IN OFFICE OF BOARD OCTOBER 17, 1956 . Present: Mr. Raeford G. Trask, Chairman; Mr. Dan D. Cameron, Mayor; Dr. J. C. Wessell and Dr. J. C. Knox. The minutes of the last meeting "ere approved without being read. A report on the Polio Vaccinations was given bt Miss Watling, Nurse Supervisor. State stated that 74% of the school population ages six through nineteen had re- ceived at least one shot, which was a good record, but would like to have it improved; that many children in the high school group had received no shots at all, and that the big problern now is getting the teenagers inoculated. Hiss Watling stated that, in her opinion, the solution to this is to set up clinics in the high schools and that such clinics are now being planned. The report break-down showed that 16,000 children had received one shot; 13,000 two shots and 2550 the third shot. Dr. Wessell called attention to the tuberculosis survey now being conducted in Pamplico County by Dr. Peck, financed by State, Federal and local money; that the patch tests are being given to the children and that it was, in his opinion, one of the best ways to find tuberculosis. ... . The physical condition of Mr. Geo. F. Potter, Assistant Pl~~ing Inspector, was called to the attention of the Board, (Mr. Potter at this time had been in the hospital three and one-half weeks) and that his sick leave and vacation time was running out. On motion by Mayor Cameron, seconded by Dr. Wessell, the health department was in- structed to continue Hr. Potter on the payroll through November 13, 1056. Motion carried. Dr. Wessell stated that in case we have to replace Mr. Potter that he ,;anted to know just what the duties of the man employed would be. The Health Officer stated that he would 'ffint a qualified sanitarian. The Health Officer further stated that the City and County has now been divided into districts anl. hat the three certified sanitarians; namely, Haas, Teeter and Glover, were to take care of all kinds to sanitation in their respective districts, including the inspection of septic tanks. The Board was advised that a survey had just been completed within the City for mosquitoes carrying the yellow fever germ. No such mosquitoes were found during this Survey. A general comment was made on the few mosquitoes in Wilmington and New Hanover County this past summer. Hr. Lassiter, Sanitary Engin"er, called to the attention of the Board that the journey- man plumber,member of the Board of Plumbing Examiners, lost valuable time and money each day he attended to the affairs of the Plumbing Examiners, and he felt that this man should have some remuneration for this time. Dr. Wessell made motion that the Health Ol'ficer pay this lllan at the rate of ~1O.00 per day. Hotion seconded by Dr, Knox and carried. . The Doard was also advised that the location now used by the Insect & Rodent Control for storage space for equipment, materials, etc. was on property belonging to the National Guard and to the City of Wilmington which constituted a bad siti1a.tion. The Chairman succested that space at the Airport could be used, but it was pointed out that from a working standpoint that would be very inconvenient. The suggestion was made that the City and County has some property that could be leased and a building ):Juilt. Dr. Wessell made motion hr. Hr. Lassiter and Hr. Edwards make investigations and see '!hat can be worked out and report back at the next meeting. ., -. The Health Officer called attention to the m~eting of the ,American Public Health !- . ~', 206 Association in Atlantic City, New Jersey, November l2-16th. by Mayor Cameron, seconded by Dr. Knox, the Board approved or other members of the department attending this meeting. ~ On motion the Health Officer - Mayor Cameron told the Board members that he wanted to put the Board "on notice" that the City intends to putt. out of the health department operations; that he had already discussed the matter with Representative Addison Hewlett in regards to taking proper action during the coming legislature to shift the burden from the City to the County. He further stated he realized there were certain legal barriers to any legislative move to the City's pulling out, but he believed a majority of the City a~d County Boards would agree with him in the shift of this financial responsibility.
