On motion by Dr. Vlessell, seconded by Mr. lioland, the minutes of the last meeting were approved without being read. In reporting on the mosquito situation, the Health ufficer stated that the influx of mosquitoes VfJ.S caused by the recent heavy rains and the strong south winds. In one day sixty-two telephone, calls were received in the office com- plaining of the mosquitoes. This heavy influx came in from the southern section of the City and County and lasted for two days. All the equipment used "n the mosquito control work and the available men in the department Here used in an effort to combat the situation. , Mr. Lassiter, Sanitary Engineer, reporting on the installation of septic tanks in the county, stated that high grade houses are being built in areas where septic tanks will not work satisfactorily, espec.LalIy in rainy weather. It was brought out in the discussion tr>at the county llilS no building inspector and does not issue building permits '..chich makes this situation more difficult as it it embarrassing co tell a nlan he can't install a septic tank after he has already put his into building the house. On motion by Dr. VIessell, seconded by Mr. Roland, the Health Ufficer was instructed to Hrite the County Conll'tissioners an,i caJ,.l it to their attention urging the county to request of our representative in the cominr; legislature to introduce necessaI"'J legislation to perot the appointment of a oounty buildinC inspector. Carried. , Mr. Lassiter called to the attention of the Board that a representative from the Institute of Government, Chapel Hill, had come to the health departclent for certain information concerning Harbor ISland. He was in Wilmington making a study of possibilities regarding the incorporation of Harbor Island, se]BrateIy, or incorporating it with \'lrightsviUe Beach or the establishment of a sanitary district to take care of sewerage and other matcers that develop where tl1ere is a cuncentration of population. Dr. 'liessell asked for inforrration concerning the work and org~nization of the tuberculosis cline. Dr. Davis asked fuss Watling, Nurse Supervisor, into the m6ecing and she gave a resume of ti,e tuberculosis program as operated by this department.
