01/02/1957 ~ 21J ~ REGULAR MONTHLY MEEr ING BOARD OF HEALTH HELD IN Oi"FICE OF BOARD JANUARY 2, 1957 , PreiSent: Mr. James M. Hall, Jr., Chairman; Mr. Dan D. Cameron, Mayor; Mr. H. M. Roland, Dr. J.C. Wessell, Dr. James H. Smith and Dr. J. C. Knox. On motion by Dr. Smith the reading of the minutes of the last meeting was omitted since copies had been mailed to the Board members. Hotion seconded by Dr. Wessell. Carried. This being the first meeting of the Board in 1957;; on motion by Mr. Cameron, seconded by Mr. Hall, the three Ex-Officio members; namel,y, Mr. James M. Hall, Jr., Chairman Board of County Conunissionersj Mr. Dan D. Cameron, Mayor City of Wilmington, and Mr. H. M. Roland, Superintendent of Schools, re-elected the two medical members, Dr. J. C. Wessell and Dr. J. C. Knox; and the dental member, Dr. James H. Smith, to new terms of two years. Following the re-organization of the Board of Health, motion was made by Dr. Wessell, that the present personnel of the Health Department be re-instated. l'lotion seconded by Mayor Cameron and carried. The Health Officer informed the Board that Mrs. Vera Callihan, Nurse in the tuberculosis clinic, has been off duty for several weeks due to illness. , Mr. Lassiter, Sanitary Engineer, reported to the Board that he had been informed that the City of Wilmington is considering a trailer ordinance. Mayor Cameron commented that one trailer parked on a lot with a residence made a two-dwelling lot and that their thinking was strickl,y a matter of zoning, but they had decided to delay the matter for a while. It was suggested by the Board that a copy of our trailer ordinance be sent to Mr. Benson, City Manager, for his information. The filling of the position of rural sanitarian and assistant plumbing inspector left vacant by the death of Mr. Geo. F. Potter was called to the attention of the Board by the Health Officer. Dr. Wessell stated that, in his opinion, we Should have a person to act as sanitarian in the County and with knowledge and experience to act as assistant plumbing inspector. Mr. Roland also mentioned that we should have one full time plumbing inspector and one man to fill in on plumbing inspection and check on sanitation in the County. Five applications had been received to fill this position. Mr. Roland made the motion that the Chairman appoint a committee of three to interview the applicants and decide on the replacement for Mr. Potter. Motion was seconded by Dr. Knox and carried. This committee was composed of Mr. Hall, Chairman; Dr.Wessell and the Health Officer and they were to confer with Mr. Lassiter, Sanitary Engineer, regarding his approval of the person selected. Following the selection of the person for this position the lJoard members were to be polled. . In the discussion of the type training of the man to fill this position; the Health Officer felt very strongly that the place should be filled by someone meeting the qualifications of a sanitarian as set up under the North Carolina Merit System, and he expressed the thought that inasmuch as the Merit System requires two or more years of college there should be a differential in the salary that a non-college man should receive. . Mr. Lassiter called to the attention of the Board that the present system of garbage and refuse disposal in rural areas was not working satisfactoril,y, and also called to "" 212 their attention that he and Mr. Edwards had visited Durham and Winston- Salem in January 1956 to find what method was being used there. Mr. Lassiter and Mr. Edwards were both of the opinion that the Durham County sysLem was better and more l'IDrkable and recommended that the County Com- misl!ioners establish a I!imilar system. This system consists of County owned property wi~h proper equipment and pe,sonnel to operate a land~fil1 operation. -, .... A motion was made by Dr, Smith, seconded by Mr. Roland, that a resolution be sent to the County Commissioners urging them to set up a land-fill operation patterned after that now in use in Durham County. Carried. The following resolution was sent to the County Commissioners: "It is recogniZed tnat the present methods of disposing of gaI'bage and refuse in the unincorporated areas of New Hanover County are unsatisfactory. 'J:he Consolidated Board of Health; therefore, recommends to the Board of Commissioners of New Hanover County that the County furnish .and operate a centrall,y located Sanitary land-fill for the use of the unincorporated areas of the County, and that adequate equipment and labor be kept on the site at County expense to dispose of the garbage and refuse that may be brought in." Tl!is is the plan followed in Durham County and is said by the Health Officer there to be very satisfactory.
