06/05/1957 223 . REGULAR MONTHLY HEEl' 00 BOARD OF HEALTH HELD IN OFFICE OF BOARD JUNE 5, 1957 . Present: Dr. James K. Hall, Jr., Chairman; Mr. James E. L. Wade, Mayor; Dr. J. C. Wessell, Dr. James H. Smith, Mr. H. K. &lland and Dr. J. C. Knox. On motion by Dr. Wessell, seconded by Mr. Roland, the minutes, of the last meeting were approved without being read; copies having been sent to the Board members. Mr. James E. L. Wade, new Mayor of the City of Wilmington, was welcomed as an Ex-officio member of the Board of Health. In acknowledgemEnt Mr. Wade stated that he would try to cooperate in every way to the end that whatever is done in the way of public health will be done together. The Social Security contract between the Board of Health and the Social Security Commission giving the personnel of the health department coverage under Social Security was presented to the Board. Chairman Hall stated that the County Attorney had checked over the Resolution concerning the contract for the County Commissioners and had given it approval. Dr. Wessell made the motion that we accept the approval of the County Commissioners ans the County Attora.ey and adopt the Resolution as submitted. Motion seconded by Dr. Smith and carried. The Resolution follows: . RESOlilTION FOR COUNTIES, CITIES, TOWNS, BOARDS OF EDUCATION, AND OTHER PUBLIC AGENCIES MAKING APPLICATION FOR COVERAGE OF EMPLOYEES UNDER THE OLD-AGE AND SURVIVORS INSURANCE PROVISIONS OF TITLE II OF TIlE FEDERAL SOCIAL SECURITY ACT AS APPROVED BY REFERENDUM. "WHEREAS, Title II of the Federal Social Security Act has been amended for the purpose of extending to the employees of political subdivisions of the State and their instrumentalities, and to the dependents and survivors of such employees, the basic protection afforded to others by the Old-Age and Survivors Insurance Program as embodied in the Social Security Act, and WHEREAS, the provisions of Article 2 of Chapter 1:35 of the General Statutes of North Carolina, as emended in 1955, designate the Executive Secretary of the Teachers' and State Employees' Retirement System, whose title is: Director of the North Carolina Public Employees' Social Security Agency, as the State Agency au- thorize3. to enter into agreements or coverage plans for the purpose of extending such benefits to employees of such political subdivisions, and WHEREAS, the governing a~thority of this political subdivision of the State desires to extend to its eligible anployees. or eligible coverage groups of such employees, and their dependents aad survivors, the security, protection and benefits provided by said laws ahd the regulations established thereunder, and WHEREAS, the extension of such benefits has been approved by referendum as provided by law: NOvi, THEREFORE, Be it resolved by the Consolidated Board of Health of New Hanover County and the City of Wilmington in regular meeting, a quorum being present: 1. That the governing authority of the political subdivision of the state, 224 to the extent of its lawful authority and power. does hereby extend to its employees, who,are regularly eJIlployees and who are members or are eligible for membership in the retirement system as stated below. the ] benefits authorbed by Title II of the Federal Social Security Act. as amended, .. and alJ authorized by Article 2 of Chapter 1:35 of the General Statutes of North Carolina, as amended: lew Hanover County Employees I Retirement System City of W:i.lmington Employees' Retirement System Law Enforcement Officers' Benefit and Retirement Fund Coverage will be effective January 1. 1956. 2. That Dr. C. B. Davis, Health Officer. is hereby fully empowered and authorized. and is hereby ordered and directed, to prepare. with the co- operation of the Director of the North Carolina Public Employees' Social Security Agency. a suitable agreement or coverage plan as provided by law. the same to be properly executed in behalf of this board and approved by said Director of the State Agency for the purpose of making available to such employees the benefits mentioned in Paragraph I and the preamble of this Resolution. Smith, the above Resolution was introduced for passage and the same was duly passed, the following number voting in the affirmative: Six and the following number voting in the negative: None." Plans for the establishment of a mental hygiene clinic in the health depart- ment was called to the Board's attention. The Health Officer stated that for several years the State Board of Health has been setting up mental hygiene clinics throughout the state. Miss Elizabeth Watling. Supervising Nurse, d!.s- cussed the progress of the recently organized New Hanover County Mental Health Association to hejlp carry out this plan. State stated that clinics will be operated in conjunction with the Association and admin~stered through the health department to render a test and guidance service. The As sociiat ion I s goal is to raise $9,000.00; two-thirds of 'Nhich will be provided by the state and one-third raised in the community. The program would employ a clinical psychologist and eventually a clerk providing a diagnostic, preventive and education program. Dr. Knox expressed the opinion that such a clinic is definitely needed in this area; and Hr. Roland stated that a mental health clinic would render invaluable service to school children. Mr. Roland also stated that speach therapy is now being sponsored by the schools. Dr. Smith made the motion that we thank Miss Watling for bringing the informa- tion from the Meatal Health group; that a letter be wri"ten to the Mental Health group assuring them of our approval of their efforts and of our cooperation. Motion seconded by Dr. Knox and carried. It wall decided by the Board to defer any final action on the disposal of garbage and refuse until Mr. Usry of the State Board of Health had had an opportuhity of meeting with members of a committee appointed by the County COllDl\issioners to consider a disposal method.
