RmUIAR MONTHLY MEETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD

Present: Mr. James E. L. Wade, Mayor; Dr. J. C. Wessell, Dr. James H.
Smith, Mr. H. M. Roland and Dr. J. C. Knox.
In the absence of the Chairman; the meeting was presided over by the
Mayor, Mr. Wade.
On motion by Dr. Wessell, seconded by Mr. Roland, the reading of the minutes
of the last meeting was omitted, copies having been mailed to the Board
members.
The Health Officer asked the Board for permission to use unexpended budget
itam funds to take care of over-expended budget items for the fiscal year
1956-1957. Permission was granted on motion by Mr. Roland, seconded by Dr.
Wessell, carried.
The Health Officer called to the Board I s attention a temporary change in
health department clinic schedules made necessary by the leaving of Dr. Farrar,
U. S. Public Health Service physician, who had been assigned to our department.
No replacement has been made for Dr. Farrar.

The Health Officer reported to the Board that tuberculosis studies have shown
the incidence of tuberculosis among persons confined to jail is twenty (20)
times greater than among the general population; that he felt the courts could
be prevailed upon to have the prisoners chest x-rayed. After a general dis-
cussion of this subject, motion was made by Mr. Roland that a letter be written
to the proper auth6rities (sheriff, judge, police), requesting that persons
appearing before, local courts for offenses, other than minor traffic violations,
have proof of recent chest x-rays or have the examination made. Motion was
seconded by Dr. Wessell and carried.

The Board was informed of the gift by the New Hanover County Tuberculosis and
Health Association of a developing tank for use in our tuberculosis clinic.
Motion was made by Dr. Smith, seconded by Mr. Roland, that a letter of thanks
be written to the Tuberculosis Association for this generous gift. Carried.

Report was made by the Health Officer showing tha!- during the calendar year,
1956, there was an expenditure by the Insect and Rodent Control Division of
over $18,000.00; whereas the City and County's appropriation for this work
amounted to only slightly over $9,000.00; the difference was secured chiefly
through Civil Defense Disaster Relief. The 1957 General Assembly set up
approximately $100,000.00 to be used to match county funds :in fighting insects,
primarily salt marsh mosquitoes. We do not know as yet how much of these funds
will be made available for this tYpe work in New Hanover County" The Health
Department has secured pennission from the County Commissioners to renovate
a lNilding, situated on the County Airport property, to house our equipment and
materials used in the Insect and Rodent Control work. We anticipate the cost of
this renovation to be approximately $1000.00.

The Health Offucer reported that a few sections of the County reported the
presence of quite Ill. few mosquitoes.
The Board of Health took under consideration ways and means of bringing about
better Banitation in the handling of ice by commercial manufacturers.

The Health Officer was in receipt of a letter from Dr. Norton, State Health
Officer, asking that this department be on the look out for any cases of
oriental influenza; the organism of which has apparently been brought into
several of the sea-ports in this country.
Dr. vlessell made inquiry concerning the amount of Polio vaccine on hand.
He was told by Miss Watling, Nurse Supervisor, that we, at the present time,
had about 4000-cc which she thinks may be sufficient to last through the
summer months.
The garbage situation is in a complete state of confusion with the com-
merical haulers making no effort to cover; and covering is not being done
at the little dump established by the County Conmissioners at the Airport.
If the County does not cover, it makes it almost impossible for the Board
of Health to enforce its requirements of the disposal of garbage and refuse
by the sanitary land-fill operation. With the County operating an open dump
any court action against the corrnnercial haulers for not covering would be
prejudiced by the fact that the County is permitted to violate the ordinance
regarding garbage and refuse as passed by the local B'oard of Health.
On motion by Dr. Wessell, the meeting adjourned.
