Present: Dr. James M. Hall, Jr., Chairman: Mayor James E. L. Wade, Dr. James H.
(111' 11 Smith, Dr. J. C. Wessell and Dr. J. C. Knoxo
On motion by Dr. Wessell, seconded by Dr. Smith, the minutes of the last meeting
were approved without being read; copies having been mailed to the Board members.
Carried.
The Health Director was not present at this meeting due to the fact that he was at-
tending a Governor's Committee meeting on Occupational Health in Cha;Jel Hill, N. C.
Report of current conditions of garbage disposal areas was read by Dr. Wessell; a
copy of this report is filed with the minutes. After a lengthy discussion and since
the s~y (60) days notice period to all those responsible for garbage disposal ex-
pired February 5, 1958; a motion was made by Dr. Wessell, seconded by Dr. Knox, that
the health department proceed with legal actipn against the commercial collectors who
are not complying with the regulations originally adopted November 2, 1955, and amended
December 4, 1957. Carried.
Following this motion, Chairman HaJl suggested that legal action be delayed until
the matter of the health department's attorney was settled.

Chairman Hall suggested that it might be well to try once again to get a joint meeting
between the Board of Health and the Board of County Com~issioners regarding the County's
participation in the maintenance of a County owned dump. It was thought that this
meeting would have to be held at night. No action was taken. Chairman Hall stated that
for the time being he felt that it would be necessary to close the existing County dump
to all persons.

Vayor Wade insisted that the Board at this time appoint an attorney to represent the
Consolidated Board of Health in all legal matters, to act as advisor and to attend all
Board of Health meetings. This attorney to be paid not to exceed $50.00 per month, on
a fee basis, until such time as it can be included in the health department budget.
Mayor Wade moved~ that the Board proceed at once to employ an attorney under the above
conditions. Motion 1~S seconded by Dr. Wessell and carried.
The Board felt that the appointment of an attorney ,as a matter to be decided by the
Board, and Chairman Hall was asked to appoint a committee to make recommendations as to
a specific indiVidual, This appointment to be confirmed by the Board; approval by
telephone if necessary. Chair.nan Hall appoint8d t.he follo>ling as the committee; Dr.
Smith, Chainnan; Dr. Knox and Mr. Roland.
Miss Watling, Nurse Supervisor, reporting on nurses' activities stated at 11,602 home
visits were made in 1957 as compared with 9,298 in 1956.

At Dr. Wessell's request, a letter dated January 28, 1958, from the Health Director,
to Mr. Roland, Superintendent of SChools, concer,1ing the ir.ability to organize a Polio
clinic, up to this time, in the high school was read. Chairman Hall stated he thought
the matter should be handled through Mr. Spencer and that he >lould contact Mr. Spencer
personally about the matter.

The fOllowing trash and garbage disposal places were inspected last week by
Mr. Fulcher with the following results:
1. Carolina Beach: Not covered, trash and garbage fairly well
burned, cans left which can hold water and cause mosquito
breeding. Area well kept for an open dump.
2. Kure Beach: Bad condition. Material poorly burned and not
covered.
3. Wril!:htsville Beach: Garbage present and not burned. Refuse
badly scattered.
4. City of Wilmiill!:ton: No machine on job at time of inspection
and material not covered.
5. County Dump: Not properly covered or burned.
6. Bryant D1IIIP; Greenville Sound: Well kept for an open d1lllp.
Cans left which can hold water.

7. Hufham Dump; Myrtle Grove: Bad condition. Not covered, not
properly burned and generally untidy.
The following were re-inspected today by Mr. Fulcher and the writer:
1. City of Wilmiill!:ton: Machine on job and fill in fairly
good shape.
2. Kure Beach: Material covered since previous inspection.
A new fill is being prepared which should give much
better service.
3. Bryant DIDIIP; Greenville Sound: Conditions same as on
previous inspection.
4. Hufham Dump: Conditions same as on previous inspection.
According to information received the commercial collectors have approximately
the following numbers of customers:
Huffman............ 630
