Dr. J. C. Knox, Dr. James H. Smith and Mr. J. C. Wessell, Jr. Attorney.
On motion by Dr.Wessell, seconded by Dr. Knox, the minutes of the last meeting were
approved without being read; copies having been sent to the Board members. Carried.
Dr. Zena C. O'Connor, Psychologist, was introduced to the Board. Dr. O'Connor will
work as a consultant with the local mental Qealth groups, ministers, etc. She will
try to find out what the resources (local) are and type of work needed to be done
rather than work with individuals.
The attention of the Board lolaS called to the numerous out-breaks throughout the
United states recently of infections, primarily in children, with strains of
staphylococcus which in large measure are immune to most anti-biotic.. Dr. Knox
stated that there were no indications of the condition having developed here so
far. The Health Officer read the following excerpt from an article in the American
Medical Journal pertaining to this condition, The conclusions drawn by the Author
of this article are quoted herel "There is at present a growing appreciation that a
correlation does exist between staphylococcal contamination of the hospital environment
and staphylococcal disease of patients and staff. No longer can staphylococci be re-
garded as necessarily ubiquitous in hospitals, not discounted as "contaminants" when
found in specimens from sick or dead patients. Hospital-acquired staphylococcal disease
is now recognizable as a fonnidable contemporary cause of illness and death. Its pre-
vention can be achieved by improved measurement of its occurrence, by forthright appli-
cation of current knowledge and technics to provide a thoroughly sanitary hospital
environment, amd by more judicious use of improved hospitals by an Wormed cOllllllunity."
Mr. J. B. Edwards requested that the Board approve the following to take care of bulk
Vlilk tank operationl The Consolidated Board of Health, New Hanover County and City of
Wilmington, at its regular meeting April 2, 1958, passed the following Rules and Re-
gulations governing the installation of Farm Bulk Milk Holding Tanks: All milk houses
where milk is handled by the Bulk Tank Method shall be of sufficient size to provide
a three foot clearance between the wall of the milk house and the end pf the tank
having the discharge valve, and there shall be a three foot clearance between the tank,
including the tank compressor, motor, etc., and any piece of milk house, equiJEent. The
other two sides of the milk house must be at least twc feet from !!,ny portion of the tank
or its accessories.
All other provisions pertaining to Bulk Tank Operation shall be those as defined in
Article I, Chapter IV, Paragraph 5.2, Rules and Regulations, Definitions and Standards
of the N. C. Department of Agriculture, Revised August 1, 1957."
On motion by Dr. Knox, seconded by Dr. Smith, the above Rules and Regulations were
approved and carried.

On motion by Dr. Smith, seconded by Mayor Wade, changes were made in an ordinance
adopted October 17, 195~, relative to per diem fees for certain members of the Board
of Plumbing F.'rAminers for New Hanover County. The ordinance as amended reads as follows:
The members of the Board of Plumbing Examiners,other than employees of the Board of
Health, shall be paid a per diem fee of $10.00 for each day actively participating in
plumbers' examinations. Carried.
Mr. Lassiter read to the Board a letter, sent to the Board of Health by the Clerk tQ
the County Commissioners, enclosing two letters from citizens of New Hanover County
protesting the insanitary and nusiance conditions existing at the Bryan garbage dump

on Greenville Sound. The Board instructed its legal advisor to take appropriate
legal action if this garbage dump is not operated in accordance with the require-
ments as set forth in the Ordinance governing garbage and refuse as passed by the
Consolidated Board of Health November 2, 1955, and amend.ed December 4, 1957.
On motion by Dr. Wessell, seconded by Dr. Knox,' the meeting adjourned.
