06/04/1958 247 REnULAR MONTHLY MEETING BOARD OF HEALTH HEW IN OJ<"FICE OF BOARD JUNE 4. 1958 Present: Dr. James M. Hall. Jr.. Chairman; Mayor James E. L. Wade. Dr. J. C. Knox. Dr. J. C. Wessell. Dr. James H. Smith and Mr. J. C. Wessell. Jr. Attorney. On motion by Dr. Knox. seconded by Dr. Wessell. the minutes of the last meeting were approved without being read. Carried. Menbers of the Board made various comments on the tentative budget as submitted. and it was decided to Sjlbrml.t tire budget. approved at the May 14. 1958. meeting. to the appropriating bodies. Chairman Hall stated that a member or members of the health de- partment or members of the Board would be welcomed to sit in with the Commissioners when the health department budget is discussed. Chairman Hall requested tllat a note be sent to Mr. Houck. Clerk. asking him to notify the Health Director when the Board of Health budget was to be discussed by the County Commissioners giving the health department an opportunity to have a representative present The Health Director requested that unexpended budgeted items be used to take care of d.eficits in over-expended items. On motion by Dr. Knox. seconded by Dr. Smith. permission was given; provided. salary items were not used to balance deficits in non-salaried items. Carried. On the suggestion of Mayor Wade and on motion by Dr. Knox. seconded by Dr. Smith. the City and County appropriating authorities were asked to make available to the Consolidated Board of Health of New Hanover County and City of Wilmington. funds in the amount of one- twelfth of the 1957-1958 budget. monthly. until the 1958-1959 budget is approved. Carried. Dr. Wessell discussed briefly the Beed for more accurately reporting on tuberculosis. A very high percentage of new cases of tuberculosis is discovered in routine examinations. primarilY X-ray. by health departments. By motion made by Dr. Wesse~l. seconded by Dr. Smith. and unanimously passed at the meeting..of the Consolidated Board of Health. New Hanover County and City of Wilmington. North C rolina. on June 4. 1958. and under authority vested in said Consolidated Board of Health. it was ordained: That Section 50 of the Regulations governing health and sanitation for the 60nsolidated Board of Health. New Hanover County and City of Wil:nington. be amended and supplemented as follows: 1. That all children within a period of one year from birth. shall be given three injections of polio vaccine and be issued a certificate of evidence of same. executed either by a proper representative of the Board of Health or a private physician. and a copy shall be filed in the records of the Consolidated Board of Health. 2. That no child shall be admitted to any term of any publiC. private. parochial or other school in New Hanover County except upon a jl~~jlW' certificate signed by a proper official of the Board of Health ora private physician stating that such child has received three polio vaccine injections. This shall apply only to children entering the first grade of said schools or to any child. regardless of grade. transferring to and entering their first term of school in New Hanover County.
