01/07/1959 261 RE}ULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OP'FICE OF BOARD JANUARY 7, 1959 - - Present: Mr. James E. Holton, Jr., Chairman; Mayor James E. L. Wade, Dr. J. C. ~nox, Dr. James H. Smith and Mr. H. M. Roland. This being the first meeting of the odd year, the Ex-officio members met and re-elected Dr. J. C. Knox and Dr. James H. Smith and e~ected Dr. R. Bryant Hare as a medical member to fill the vacancy on the Board created by tae resignation of Dr. John C. Wessell. The full Board, with the exception of Dr. Hare, opened the regular meeting and on motion by Mayor Wade, seconded by Dr. Knox, approved the minutes of the last meeting as read. Carried. On motion by Mayor Wade, seconded by Dr. Smith, all currently employed personnel of the health department was re-elected for a two year period. Carried. The following resolution was read by Mayor Wade praising Dr. Wessell for his many years of faithful and devoted service as a member of this Board of Health: RESOLUTION 'r I WHEHEAS, it was with deep regret that the Consolidated Board of Health received the resignation of Dr. John C. Wessell from said Board, and " WHEREAS, Dr. Wessell has for nearly half a century given his time unselfishly to the Board in an effort to improve the health in the City of Wilmington and County of New Hanover, and WHEREAS, Dr. Wes~ell's great devotion to the Consolidated Board of Health and his untiring efforts to combat disease and pre- serve the health and welfare of his fellow citizens have endeared him to all who know him, and WHEREAS, Dr. Wessell has been most helpful in furthering the work of an institution for the admission and treatment of tuber- cular patients known as the Red Cross Sanatorium and will always be remembered for his assistance to this institution. New, THEHEFORE, BE IT RESOLVED: 1. That the Consolidated Board of Health goes on record eocpressing to Dr. Jopn C. Wessell its deep appre- ciation for his many contributions which he has made to the Board I s work. . ~ j .t _ 2. That the Consolidated Board of Hea:l.th as a result of the unlimited time and effort so generously given by Dr. John C. Wessel! hereby records its appreciation of the in- valuable assistance he has given the Board for so many years. 3. That a copy of this resolution go to Dr. John C. Wessell. The foregoing resolution adopted this the 7th of January, 1959. 262 On motion by Mayor Wade, seconded by Mr. Roland, it was moved that a copy of this resolution be given to Dr. Wessell, to 'the press, City and County and a copy be spread upon the minutes of the Board of Health. Carried. 1 - -Mayor Wade offered'a motion, seconded by Dr. Knox, that Dr. Wessell be elected a member of the Board of Health emeritus for life and that he be so notified. Carried. Undel! old bUSiness, Mr. Lassiter was asked to read the interpretation of the laws governing food handling by churches and similar groups; copy of which is here- by attached to these minutes. On motion by Mr. Roland, seconded by Dr. Knox, it was moved that this interpretation be made a part if the rules and regulations governing food handling in New Hanover County and that all legal steps necessary be taken to put these regulations in full force and effect on and after February 6, 1959. Carried. Miss Watling, Nurse Superviser, reported that the nurses were investigating the enforcement of the polio immunization in the various schools as applied to transfer students. She reported that such reports as had come in showed that this program was being 'carried out almost 100%. She also reported that the principals of the various schools have been most cooperative. Salary increases of $10.00 per month effective January I, 1959, from,accrued salary items was requested by Miss Bolyn for three clerks; namely, Mrs. FlaCk, Mrs. Casteen and Mrs. Valentine. Motion was made by Mr. Roland, seconded by Mayor Wade that 'the above request be granted. Carried. Chairman Holton asked the Board for permission to use the bulldozer owned by the health department in the County's general dra"inage program at times when the health department did not need to use this equipment. On Motion by Mayor Wade, seconded by Dr. Smith, it was moved that an agreement setting forth the conditions governing the County's use of this piece of equipment be drawn up between the County and the health department. Carried. I Chairman Holton brought to the attention of the Board that although no official complaint has as yet come to the Board of County Commissioners concerning the trash dump operated by Mr. Merritt near the County Airport, unofficial complaints from inspectors of the Airport had reached them, particularly with regard to smoke and sea gulls. On ln0tion by Mayor Wade, seconded by Mr. Roland, it was moved that a letter be addressed to former Chairman James M. Hall, Jr., expressing the Board's apprecia- tion for the service rendered New Hanover County and this Board by Mr. Hall during his tenure of office. Carried. The Seeretary was instructed to write a letter to Dr. R. Bryant Hare notifying him of his appointment to this Board of Health, Motion to adjourn was made by Mr. Roland, seconded by Dr. Knox.
