Present: Mr. James E. Holton, Chairman; Mayor James E. L. Wede, Dr. J. C. Knox,
Dr. James H. Smith and Dr. Robert D. Hare.
On motion by Mayor Wade, seconded by Dr. Knox, the minutes of the last meeting
were approved without being read.; copies having been sent to the Board members.
Carried.
Miss Watling, Nurse Supervisor, called to the attention of the Board the retire-
ment of Mrs. Jeanette B. Hall, on January 31, 1959, who served the health depart-
ment as County Nurse for over thirty-one years, and the planned retirement of Mrs.
Vera Callihan, Public Health Nurse, on February 28, 1959, following thirteen years
of nursing service. She also stated that they were in the process of evaluating
the work of the Clinic Nurse, who is now working part time, and if her work is
satisfe.ctory we eocpect to put her on a full time basis using unexpended salary funds.
Hiss Watling also informed the Board of the Tuberculin test program that is being
started; first grade children being the priority gr'mp and the first schools select-
ed are Tileston, William Hooper and Blount. The patCh test will be used for this
age group. Dr. Knox was of the opinion that the high sChooJ.d was the place in
which to start since there are more body changes taking place in this group. Chair-
man Holton vms in agreement with Dr. Knox in that the high school should be the
starting place; also that there would be a greater difference in the two races.

Miss Watling advised the Board members that Hiss Annie Leu Davis, Educational Super-
visor, was being employed effective February 1, 1959, with salary paid from the
Mental Health Fund (State and Local) and would work 80% of full time in New Hanover
County and 20% in Brunswick County (paid by Brunswick County). Miss Watling stated
that Mbs davis was well qualified botij by education and experience for this
position.
Mayor Wade made the motion that the recommendations made by Miss Watling be approved
by this Board. 140tion seconded by Dr. Knox and carried.
The Health Director informed the Board of a three day meeting of the Natior~l Health
Council to be held in Chicago be!;inning }larch 16th. Motion wa.s made by Dr. Knox,
seconded b~' Mayor Wade, that the Health Director attend this National Health Council
meeting. Carried.
Dr. Robert B, Hare, the newly elected member, was welcomed to the Board by Chair-
man Holton.

Chairman Holton sug~p.sted that the Board of Health keep in mind a situation ~TIich
in all probability must be ~orrected soonor or later; that the raw sewage now entering
the Cape Fear River will have to b" collected and treated in a treatment plant. The
state Stream Sanitation Committee is enggged in classifying all the streams of the
state and propose certain means of clearing these streams of sewage and industrial
waste. After a discussion, it was agreed that this was a problem which this Board
needs to keep in mind not only from the standpoint of the Cit:l' of Wilmington, but
also all other incorporated areas in New Hanover County as well as some non-incorporate,
places such as Harbor Island, Winter Park, the new proposed Wilmington College and
any other place vmere a density of population creates a disposal probl~.
It was sU6gested that Mr. Churchill or Mr. Olson be invited to discuss the above
problem with the Board at some future meeting.
