03/04/1959 ,.. 265 . REGULAR MONTHLY MEEl'ING BOARD OF HEALTH HElD IN OFFICE OF BOARD MARCH 4, 1959 .. Present: Mr. James E. Holton, Jr., Chairman; Mayor James E. L. Wade, Dr. J. C. Knox, Dr. James H. Smith, Mr. H. M. Roland and Dr. R. B. Hare. The meeting was called to order by the Chairman. The minutes of the last meeting were approved without reading inasmuch as copies had been sent to all Board members. Present at the meeting were Mr. W. R. Clary and Mr. T. L. Annstrong representing the North Carolina Stream Sanitation Committee. Chairman Holton turned the meeting over to Mr. Annstrong and Mr. Clary for a general discussion of stream sanitation with particular reference to that which applied to New Hanover County and Southeastern North Carolina. Mr. Clary outlined the legislation creating this Committee and its function so far as the classification of streams and the enforcement of the provisions set- forth in ths laws. This Committee, as it now operates, is set up as a separate division of the State Board of Hf'-alth. ~ Most of the streams in North Carolina have now been classified. For explanation of the classifications they are printed and are available in the Cape Fear River Basin Pollution Survey Report 1957. Salt water classifications have also been eet up and these are available in this publication. The Cape Fear River at Wilrnineton has been classified as D. ~ An extensive discussion was held regarding the condition of the Cape Fear River with regard to the dis-solved oxygen as it is effected by the j,Jaste from the Regal Plant and the Wilmington sewage. No final conclUSions were reached in what needed to be done to meet the classi- fication as now set up for the Cape Fear River other than that it would be necessary for the City of Wilmington to declare their intent to establish a sewage treatment plant and start making preparations and plans to carry out this project sometime in the future. l-Ieeting adjourned.
