04/01/1959 r p 10c " , .. , .... ,. 267 REXIDLAR MONTHLY Mi<ErING BOARD OF HEALTH HELD IN OFFICE OF BOARD APRIL 1, 1959 Present: Mr. James E. Holton, Jr., Chairman; Mayor James E. L. Wade, Dr. J. C. Knox, Dr. James H. Smith, Dr. R. B. Hare and Mr. H. M. Roland. The meeting was called to order by the Chairman~ On motion by Mayor Wade, seconded by Dr. Knox, the m;inutes of the last meeting were approved without reading; copies having been sent to all Board members. A report on the Mental Health program was given by Miss Watling, Nurse Supervisor. She stated that the services of Dr. Charles Spielberger, Psychologist Consultant of Duke University, had been secured for two days a month and that the school teachers and parents would like to get started on their seminar. She mentioned the excellent work that is being done by Mr. Page with the handicapped children in the schools. Also that a connnittee composed of Miss Noyes, Dr. Spielberger, Dr. Davis and Mr. Page had been set up to study the needs of the handicapped children. She stated that this program is so extensive that some one is needed to take over the program in the schools. Miss Watling brought to the attention of the Board of Health the need for en- forcement of immunization of all children prior to entering school. The child should have completed his immunizations by the time he is :five years old. It ties up too much time in the schools if he enters before having completed his immunizations. She also stated that the child should have a form filled out by the family physician or Health Department showing that he has completed his immunizations before he is allowed to enter school. (These forms are available at the Health Department). It ,}as pointed out that pUblicity should be given regarding the enforcement of immunization by notices in the paper and other news media at intervals of six (6) weeks; fcmr (4) weeks, and two (2) weeks before school opens. Mr. Roland was in agreement with the above procedure. ~ The Health Director brought to the Board's attention the condition of the Health Deoartment building. Following a general discussion regarding the evidence of structural failure of the Health Department building, Mayor Wade made a motion that the Health Director be authorized to request the County Connnissioners to employ an expert to make an objective appraisal of the conditions of the Health Department building with recommendations as to how to correct the condition. Motion seconded by Mr. Roland and carried. Mayor Wade called the attention of the Board to a card he had received from Mrs. Irene Lane Pichon, 614 Orange Street, complaining of weeds and mosquitoes. Chairman Holton mentioned the problem of private sewers overflowing and that the City was in no way responsible for these sewers. Mr. Lassiter discussed the policy of the health department with regard to such sewers when brought to the attention of this department or when they are fouhd by the health department personnel.
