HELD IN OFFI<.;E OF BOARD
HAY 6, 1959
Present: Mr. James E. Holton, Jr., Chairman; Mayor James E. L. Wade, Dr. J. C.
Knox and Dr. R. Bryant Hare, Jr.
The meeting was presided over by Chairman Holton.
On motion by Mayor Wade, seconded by Dr. Knox,t.he minutes of the last meeting
were approved without reauing; copies having been sent to the Board members.
The budget for the fiscal year 1959-1960 was presented to the Board for consider-
ation. Chairman Holton stated that we can hardly pass on a budget of this kind;
however, it has been request.ed by Hr. T. D. Love, County Auditor, that the budgets
be in his office by May 20, 1959. Mayor Wade stated that since the final analysis
of the budget is approved by the joint action of the two governing bodies, City of
Wilmin, ton and New Hanover County; he made a motion that the budget be adopted on
a tentative basis, ,lith mandatory raises indicated, with the right for the Board of
Health to be heard on every item. Motion was seconded by Dr. Hare and carried.
Regarding the vacation and sick leave for the personnel of the He.alth Department,
as approved by the Board of County Commissioners, Chairman Holton stated that he
would take the matter up with his Commissioners.

A letter from the North Carolina Attorney General, concerning the issuance of
plumbing permits by the Consolidated Board of Health for work to be done in the
City of Wilmington by journeyman plumbers not holding a State License, was read
to the Board. In the general discuf:sion it W'dS pointed out that our interpretation
of the function of this health department regarding plumbing is from a public health
standpoint only, and that our only concern is that the person doing the \~rk is
capable of doing a plumbing job that will meet sanitary needs.
A motion was made by Dr. Knox that we acknowledge the letter from the Attorney
General and state our position as to the function of the Board of Health as it
applies to the qualification and inspection of plumbing; that this Board is not to
enforce the laws, but is concerned solely with the health of the people. Motion
seconded by Dr. Hare and carried.
Miss Watling, Nursing Supervisor, eave a general report on the polio program as
outlined by the state Board of Health in cooperation with this department. It was
agreed that children above six years of age, where they were able to pay, would be
chareed 50~ per shot to defray the expense of polio vaccine not furnished by the
state Board of Health.
Notion to adjourn was made by Mayor Wade.
