12/09/1959 285 REGULAR HONTHLY HEt<:TING BOARD OF HEALTH HELD IN OJ.nCE OF BOARD DEC~'ffiER 9, 1959 Presentl Dr. J. H. Hall, Jr., Chairman; Dr. J. C. Knox and Dr. R. Bryant Hare, Jr. It was brought to the attention of the Board that under existing law three members of the Board of Health constitutes a quorum. This being true, the meeting ,/as called to order by Chairman Hall. The following is an excerpt from Section 9, C'hapter 62, of the Public laws of North Carolina, Session 19111 "The Chairman of the Board of County Cormnissioners shall be the Chairman of the County Board of Health, and the presence of three members at any regular or called meeting shall constitute a quorum." On motion by Dr. Knox, seconded by Dr. Hare, the minutes of the October meeting were approved without reading; copies having been sent to the Board members. The November meeting of the Board of Health consisted of an informal discussion relative to a disagreement between Hr. Biddle, Plumbing Inspector, and Mr. John IVG-alog, Plumber. A report by !olI'. Lassiter on the discussion and subsequent action by him relative to the Galog matter was read to the Board, and on motion by Dr. Knox, seconded by Dr. Hare, this report is made a part of these minutesl In a meeting on November 4, 1959, with certain members of the Consolidated Board of Health, J{r. John Galog, Plumber, and the Plumbing Inspector; the writer and Mr. Biddle, Plumbing Inspector, were instructed to inspect two jobs by Mr. Galog on Wilmington Beach concerning which a letter had been sent to Hr. Galog. The letter also contained a request for payment of $2.00 to the Depart- ment for ext.ra plumbing inspections. The writer and Mr. Biddle inspected the jobs on the following day. One had been satisfactorily corrected, but there was some doubt about the other. A later inspection by the writer and 11r. Fulcher, /.1I'. Bid~le being sick, was made on November 17. It was decided that the violation, if any, "as not sufficiently definite to make an issue of, especially as the o'mer strongly objected to having any changes made. According to records in the office the $2.00 mentioned has not been paid. December 2, 1959. Signedl L. I. lassiter Senior Public Healt.h E,~gineer L- ~ Hiss Davis, Nurse Supervisor, reported that the Board of Health, through Dr. D. F. Hilan, Chief Heart Section, had agreed to supply $4300.00 to this depart- ment for the remainder of this fiscal year to hire nurses to do heart work. She stated that with this amount of money the department would be able to hire one nurse for seven months (Mrs. Grace Kelly started work December I, 1959),and one nurse for six months starting January 1, 1960. Chairman Hall requested that at the January meeting a financial report showing the amount appropriated for th~arious categories along with expenditures for 28H the first six months of this fiscal year be submitted to the Board.
