04/13/1960 , 293 . REGULAR MONTHLY MI,;ETING BOARD OF HEALTH HELD IN OFFICE OF BOARD APRIL 13, 1960 .. Present: Dr. James M. Hall, Jr., Chairman; Mayor E. S. Capps, Dr. J. C. Knox, Dr. R. Bryant Hare, Jr. and Dr. James H. Smith. On motion by Mayor Capps, secoJ1ded by Dr. Hare, the minutes of the last meeting were approved.without reading; copies having been sent to the Board members. Carried. Chaiman Hall presented to the Board a letter from Miss Elizabeth L. Watling, Public Health Nurse Supervisor II, requesting that her resignation from the depart- ment be accepted. Motion was made by Mayor Capps that Miss Watling's resignatioft" b~ accepted with regrets. Motion seconded by Dr. Knox and carried. A letter accepting her resignation and also expressing the Board's appreciation for her service in the department was sent to Miss Watling. Chaiman Hall stated to the Board that a matter to be discussed was the three $160.00 overpayment checks to the Health Director. He also stated that during the interim before we had entered into an agreement with the appropriating authorities of New Hanover and Brunswick Counties as to the method of payment by Brunswick County, the Health Director was paid directly by Brunswick County for the months of July, August, and September 1959. At the request of the Health Director, the minutes of July 7, 1954, and October 7, 1959 were read to the Board. .. Mayor Capps called to the Board's attention that it was understood at budget time that the fees paid to the Health Director for his part-time duties in Brunswick County would be turned over to the Consolidated Board of Health budget funds. He also stated that the salary of the Health Director had been increased from $9,120.00 to $11,520.00, when the budget was approved, with the understanding that the $1,920.00 to be received from Brunswick County by the Hea~th Director would revert to the Consolidated Board of Health budget. Mayor Capps further stated that this Board has the authority to insist that the Brunswick County money for three months in the amount of $480.00 be refunded to the Board of Health, in accord with the minutes of the Board of Health meeting on October 7, 1959. He also stated it was agreed that a set salary of $11,520.00 retro- active to July 1, 1959, would be paid to the Health Director. Chainnan Hall stated that the $1,920.00 the Health Director was to receive from Brunswick County for his part-time duties had been recorded on the books as anticipated revenue by the Consolidated Board of Health. . The Health Director told the Board that "it is not a matter of the money involved, but the principle of the thing. The Health Director asked for a leave of absence, but not to start right now. The Health Director also stated that he was the lowest paid Health Director in the State and that no health department could operate without a Health Director. He further stated that the public thinks I am getting $11,520.00 a year from New Hanover County when I actually am only getting $9,600.00 from New Hanover County and the City of Wilmington; there has been plenty of publicity about it. This County health department will either have to pay a proper salary or close up without a Health Director." .. , Dr. Smith stated that the Health Director realized what was being done and since we have already acted on the matter I see nothing else to do but go ahead with the agreement The Health Director stated that if we cut out Brunswick, Brunswick County Health De- partment will have to close up as it can't operate without a Health Director. " 294 Mayor Capps stated, based on our minutes of October 7, 1959, the question is what to do about the checks received by the Health Director in the amount of $480.00. Motion was made by Dr. Smith that Chainnan Hall and the Health Director work out on what basis to make repayment before the end of the fiscal year _ June 30, 1960. Motion was seconded by Mayor Capps and carried. ~ - A motion was made by Dr. Smith that'a conunittee be appointed composed of Chairman Hall and the medical members of the Board of Health to go into the matter of the Health Director's salary ahead of time for the next fiscal year. Motion seconded by Mayor Capps and carried. Dr. Knox informed the Board that a tentative budget is due in the State Board of Health, Raleigh, on May 20, 1960, and that the Board of Health is supposed to approve a tentative budget at the May Board meeting.
