Knox and Dr. R. Bryant Hare, Jr. 11otion was made by Dr. Knox,seconded by Dr. Smith, that the minutes of the April meeting (due to lack of a quorum no meeting l;as held in May) be approved without reading; copies having been send to the Board members. Carried. Hr. Allie Moore appeared before the Board and called to their attention a sanitary condition existing at the City-owned wholesale produce market on North Fourth Street due to lack of toilet facilities. On motion by Dr. Smith, seconded by Mayor Capps, the Health Direct~r l;as instructed to contact the City Manager, by letter, and request that this condition be corrected iJlll1lediaL'ely. Carried. Copies of the 1960-1961 budget for the Consolidated Board of Health had been previously mailed to the Board members. Chairman Hall made the statement that the main purpose of the meeting was to discuss the budget and it was well for each one to understand it thoroughly. He also stated that the matter of salaries is the one thing that will come up for greater discussion by the appropriating authorities; that this was not a general salary increase year. ~ . The 1960-1961 budget is based on the normal range minimum salary scale and the Uew Hanover County salaries were compared l~th salaries being paid by other counties; including Buncombe, Guilford, Forsyth, Carteret and the City of Charlotte. Hayor Capps stated that he will go along with this li>udget; provided, the Health Director answers any questions that might be asked by the appropriating authorities regarding the budget, and he felt sure the City would go along with it. Chairman Hall stated that a budget from a minus 3 to a normal range is going to call for some arguments. . The Health Director stated that he would like for this Board to change its position regarding the Brunswick County set-up under which we are operating this fiscal year. Chainnan Hall was in favor of letting Brunswick County make their own arrangement l~th Dr. Davis. Dr. Davis stated that the time given to Brunsl~ck County would not exceed one-tenth of his time. Dr. Knox expressed opposition to separate agreements with Dr. Davis by New Hanover County and Brunswick County. He felt that any cooperative arrangement betwecn the two counties should be handled as a unit and that any money from Brunswick County should be paid directly to the Consolidated Board of Health. Dr. Knox offered as his reason for favoring joint operation that it l~ll minimize criticism from those loJtlO wish to criticise. Motion was made by Dr. Smith, seconded by Mayor Capps, that Dr. Davis be permitted to make a separate agreement l~th Brunswick County. Carried. }!otion was made by Mayor Capps, seconded by Dr. Knox, that 1':C request the normal minimum range budget for all those who are at present below the normal range. Carried. . Dr. Smith called to the attention of the Board certain changes in the policy of the State Board of Health's dental program. He stated that in counties \-lith populations exceeding sixty-thousand (60,000) the state Board of Health liould supply $750.00 if the appropriating authorities would furnish $3,000.00. ~ ~, After the above general discussioncof the budget, it was moved by Dr. Knox, seconded by l1ayor Capps, that the tentative budget as presented bs> approved. Carried. fution l;as made by Dr. Yu'lOX that the same amount, $10,000.00, for the fiscal year 1959-1960, be requested for the Insect & Rodent Control program for the fiscal year 296 1960-1961. Motion was seconded by Mayor Capps and carried. The Health Director requested permission to use un-expended budget items to take care of over-expended budget items. On motion by Dr. Smith, seconded by Dr. Knox, this pernrission ~ms granted. Carried. The Health Director asked that the Board of i1ealth request the appropriating authorities to permit the use of un-expended salary items in the 1959-1960 budget to ~~pplement $6,525.00 promised by the State Board of Health to continue to employ two special nurses for chronic diseases with special emphasis on heart diseases for the fiscal year 1960-1961. l'lotion liaS made by Dr. Hare that the appropriating authorities be requested to permit the use of these un-exp'ended salary items for the above purpose.
