11/02/1960 305 ~ . REGUIAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD N01JE2.lBER 2, 1960 - Present: Dr. James M. Hall, Jr., Chairman; Dr. J. C. Knox, Dr~ James H. Smith, Mr. Earl C. Funderburk and Dr. R. Bryant Hare, Jr. The Health Director asked that the word WOULD in the minutes of the last meeting be changed to COULD with reference to the statement he made at the last Board meeting in regard to !lis withdrawing as Health Director of Brunswick County. Since this had been done in the final draft of the minutes , there was no need for making the requested change. On motion by Dr. Smith, seconded by Dr. Knox, the minutes of the last meeting were approved. Carried. A general discussion regarding the budget, in view of the information secured by Attorney Hill from the Attorney General's office, resulted in the understanding that the Board of County Commissioners have a right to eJaIJIdne the budget subndtted by the Consolidated Board of Health and if, in the opinion of the County Commissioners certain items should be changed they have the right to do so. In the Spec:lal Session of the Legislature of 1913, Chapter 236, everywhere the word "fu" appeared it was amended to read "recommend~. At this Session it was also made illegal for monies approved for specific items in the budget to be diverted to payment for other purposes without the written consent of the appropr:lating authorities. ~..... Motion was made by Dr. Knox, seconded by Dr. Hare, that the budget and the contracts with the state Board of Health for the fiscal year 1960-1961, and also the request to the Merit System for salary increase for Miss Viola Bolyn, Secretary, as presented to day befiigned by the Health Director. Motion carried unanimously. - Dr. Hare suggested that as soon as the next year's Merit System salary schedule is available that the Board of Health and the County Commissioners study this schedule and plan for the budget for the fiscal year 1961-1962. Mr. Lassiter reported to the Board that application for Civil Defense funds for mosquito control work due to Hurricane Donna was being prepared for submission to the State Civil Defense Agency; the amouht requested from the Civil Defense being $3500.00. The Civil Defense Agency requires that the Board of Health appoint someone to act as Agent for the Board of Health. On motion by Dr. Knox, seconded by Dr. Smith, Mr. Lassiter was authorized to sign any necessary papers and act as Agent for the Board of Health. Motion carried. Mr. Lassiter informed the Board that several instances have been reported to the health department where improperly installed water systems without adequate safety equipnent have blown up constituting a danger to any exposed person; the most recent instance having occurred the last week in October at the residence of Mr. J. D. McCarley, Jr., on the Carolina Beach Road. He stated that he along with Mr. Biddle and Mr. Granville Smith had made a thorough inspection of this explOSion. Mr. Lassiter subndtted to the Board for their consideration the following resolution: , . THE PLU!1BING CODE IS HEREBY AMENDED TO INCLUDE THE FOLLOWING: - A permit shall be required and a regular plumbing fixture fee paid before the installation of any power driven well pump in New Hanover County. If the pump is of the piston, positive displacement type, or any other type capable of buiiliding up a dangerous pressure, a relief valve shall be installed between 30t:~ the pump and the pressure tank, or on the tank itself, in such position and of such type as to give adequate protection against excessive pressure. Each installation shall be inspected and approved by the plumbing inspector before it is accepted. On motion by Dr. Knox, seconded by Dr. Smith, the above resolution was unanimously passed; and the health department was instructed to publish this resolution in three editions of the local paper. Miss Davis, Nurse Supervisor, informed the Board that Mrs. Mary King Kneedler, Chief of the Nursing Section of the State Board of Health, had asked if our health department could furnish field experience for graduate students from the School of Public Health during April and May of 1961. Miss Davis stated that she had advised Mrs. Kneedler that we would be glad to cooperate in case our department was needed. Motion to adjourn was made by Dr. Knox, seconded by Dr. Hare.
