02/08/1961 ~ 311 RffiULAR MONTHLY MEJ<,'TING BOARD OF HEALTH HELD IN OFFICE OF BOARD FEBRUARY 8, 1961 - Present: Mr. James 11. Hall, Jr., ChairmanJ Dr. J. C. Knox and Mr. Earl C. Funderburk. On motion by Dr. Knox, seconded by Mr. Funderburk, the minutes of the last meeting were approved without reading; copies having been sent to the Board members. Carried. A letter from Dr. George Moore, General Health Services Consultant, U. S. Public Health Service, in which he expressed sincere appreciation to the staff of the health department and to Dr. Knox, Board member, was read to the Board. Comments were made by ~Dr. Knox concerning the meeting with Dr. Moore and his group; one important feature discussed was the high infant death rate. Apparently this is a three year study they are working on and the question asked was "where do we go from here?" Dr. Knox stated that communicable diseases are no longer our major problem in public health. ~ . Mr. Funderburk referred to the rules and regulations governing children entering schools without having had the polio vaccine for religious reasons. Mr. Funderburk asked if the present age limitation on the administering of polio vaccine could be revised to include all individuals. He stated that Mr. Dorsey had tols him that money was available for the purchase of the vaccine from the National Foundation and re- cOllllnended it for all individuals. Dr. Knox stated that he had been appointed by the County Medical Society to be the medical advisor to the local chapter of the National Foundation,and that he planned to attend a meeting on February 9th and the availability of money for vaccine would undoubtedly be discussed. ~~.. A letter to the Health Director from Miss Rebecca Swindell, Maternal and Child Health Consultant, state Board of Health, in which she paid tribute to Mrs. Bertha Meier, Public Health Nurse on our staff, for the excellent work she has done and is doing in the prenatal clinic \-Ias presented to the Board. Tile matter of adjustment in the salary and travel of Dr. Needham, Veterinarian, due to the closing down of the Wilmington Packing Company was discussed by the Board. On motion by Mr. Funderburk, seconded by Dr. Knox, it was moved that the salary and travel of Dr. Needham, due to the reduction in his \-fork, be adjusted to $100.00 per month salary and $25.00 per month travel effective February 15, 1961; this being in agreement with Dr. Needham. Motion carried. Mr. Edwards informed the Board that Mrs. Vera FOWler, Laboratory Technician, plans on retiring effective May 1, 1961, and that it is agreeable with Miss Davis, Nurse Superltisor, for Mrs. Rosemary Leonard, Public Health Nurse, to replace I1rs. Fowler. The Board authorized the employment of a nurse to relieve Mrs. Leonard for a period of two months (l1arch and April 1961) in order for her to get some training in laboratory technique. Dr. Knox made motion that Mrs. Fowler's resignation be accepted with regret and that Mrs. Leonard be trained as a replacement for Mrs. Fowler. Motion seconded by Mr. Funderburk and carried. ~ . A letter to Chainnan Hall from Mr. S. V. Sneeden suggested that the seafood industry in New Hqnover County was of sufficient importance to have the health department assign one individual to the control of all seafood establishments. It was the opinion of the Health Director and Mr. Lassiter that this 'lould not be in the best interest of the over-all sanitation program in this County. At present Mr. Haas is doing most of the seafood sanitation along with general sanitation in certain other fields. Mr. Ed Willis of the State Department of Health makes frequent visits to New Hanover County 312 to check on seafood sanitation and distribution. Chairman Hall stated ] that it \";as imperative that all eating places be graded and issued current ratings. Mr. lassiter stated that there were some old cards in some of the . places, but that an effort is being made to grade and post 1961 cards in all places subject to grading by this department. Mr. Edl;ards infonned the Board of the need for new equipment for heart woIi< in the laboratory and about the school to be held in Raleigh for the training of workers. Dr. Knox made motion that we permit the use of money in our contingent fund for the purchase of this equipment for the laboratory. Motion was seconded by Mr. Funderburli and carried. Chairman Hall brought to the Board's attention a plan whereby the health department in its mosquito control woIi< could use the county's dragline. He said the details had not been worked out.
