On motion by Hayor Allsbrook, slOconded by Dr. Knox, the r.linutes of the last meeting
1vere approved 1vithout reading; copies having been sent to the Board members. Carried.
As requested by the Board at their June meeting, l.w. JOhll Galog appeared before the
Board regarding plumbing violations. He 1laS represented by lk. R. H. Kemon, Attorney.
l,w. Kermon requested that he be given a bill of particulars in the Galog case in
order that he might familiarize himself ,lith the charges against Hr. Galog and he better
prepared to represent him. Motion W1lS mde by Dr. Smith that the bill of particulars
be given to Hr. Kennon and that a special meeting of the Board be held on l"leJnesday,
July 19, 1961, at 2:30 P. M., for the hearine of the Galog case. lbtion ,Jas seconded
by Dr. Knox and carri6d. (I,w. Bradford Tillery, County Attorney, lias present and said
he would prepare the bill of particulars. The health department file on the Galog case
was turned over to lw. Tillery).
The suit involving the health department in the matter of the automobile accident
October 19, 1961, Scott vs Turner, MIS discussed. lW. Tillery, County Attorney, stated
that if he found hi.r.lself to be in conflict in this suit that he would \vithdra1V from it.
The Board lJaS advised that lw. Cicero Yo,:, CitJT Attorney, had requested the insurance
policies on the foec;in[; truck and that they had been turned over to him.

Dr. Davis, Health Director, reported that Hr. La"citer had talked ,lith Hr. Churchill,
Acting City !~nager, \'lith regard to any possibility of the use of the Coast Line Building
for the health department. I,w. Churchill stated that the t1vO 101ier floors are already
occupied by City Departments;that there is no elevator available for the third floor
and elevator companies have stated that the cost of moving an elevator to serve this
floor llould be prohibitive. The third floor of any building without an elevator would
be totally :Unpractical for t he health department I s activities due to the number of
children and old people using the health department facilities.
lw. lassiter read a pro~sed change in the Ordinance governing hog pens and hog
pastures; the foll01ving vhe proposed ehange:
SECTION ?-4, ClIAPl'ER IV of the Regulations Governing Health and Sanitation in New
Hanover County, North Carolina, shall be amended to read as follo1is:

It shall lee unla1iful for any person, firm or corporation to keep
any hog, pig or s1ane within any building, pen, lot or any other
place within the corporate limits of any incorporated city, to,m,
or village in the county of NelV Hanover; or ,lithin 500 feet of any
occupied house, d1iell~1g, other tl~n the dwelling of the owner or
keeper of the hogs, in which case the distance shall be at loast
f:ifty (50) feet, or allY building in the county of Nell Hanover in
,mich food for the use of hurren beings is stored or kept for sale, or
1vithin fifty (50) feet of any well of cistern \'lithin the eounty from
\vhich 1'later may be drunk; or j.lithin five hundred (500) feet of any
church or school house l'lithin the county of IJ",: Hanover. A hog pasture
may eA-tend to not less than tHO hundred and fifty (250) foot from such
d'181Iines or buildings, but any part of such pasture l'mero hogs gatller
in numbers because of feeding place, shelter shade, or for any other
reacon, shall be at least I::ive hundred (500) feot from the d,mllincs or

buildings mentioned above. All places ~here hogs are kept shall be
in a clean and sanitary condition and everything necessary for the
control of odors and flies shall be done.
