Present: !{r. James M. Hall, Jr., Chairman; Dr. James H. Smith, Dr. J. C. Knox,
Dr. wm. H. Wagoner and Dr. R. Bryant Hare, Jr.
On motion by Dr. Wagoner, seconded by Dr. Knox, the minutes of the last meeting
were approved without reading; copies having been mailed to the Board members. Carried.
Chairman Hall brought to. the attention of the Board a letter from the BrunswiCk
County Board of Health in which they stated that they ~lere desirous of withdrawing
from the agreement with the Consolidated Board of Health using the services of Dr.
C. B. DaVis, as Health Director on a part time basis, and they would like for this
to become effective December 1, 1961. The Board instructed that a letter be written
to the Bruns11ick County Board of Health accepting their action in relieving Dr. Davis
as Health Director for Brunswick County,.
The subject of Fallout Shelters was discussed, especially the sanitary facilities
for waste material and plumbing. The Health Director was instructed to advise the
public in general that the health department 11ill not authorize water carried seHerage
unless it is installed according to our plumbing code. Notion was made by Dr. Knox,
seconded by Dr. Hare, that ~later and sewerage facilities must be installed according
to our pl~~bing code. Motion carried unan~nously.

The Health Director informed the Board that the Dump Truck purchased from the Surplus
PropeI1Y Agency had to be returned to the Agency and $131.00 to be paid as rental;
this was in accordance Nith a statement from Col. Smith, Director of Surplus Property.
The Health Director also stated that after we had used surplus property for a specified
length of time l~e could request of the Surplus Property Agency that the item be written
off of their inventory.

The Board was advised by the Health Director that Dr. Ben Allen will join the health
department December 1, 1961, as Psychologist in the Hental Health Division; also that
Dr. Charles Spielberger will continue as Consultant and it is hoped to make this a
training center for students at lJpke UiUye:csil..Y.The Health Director stated that Dr.
Allen's status had been cleared Nith the }lerit System.
A replacemc;nt for Hr. lassiter was discussed at length. It was brought out that there
is one man that miGht be available at a salary of around $9000.00; he nm~ heads the
lJater-works plant in Statesville, N. C. In the discussion the Board was informed that
this health department is the only one in the State that has the control of City
plumbing aJ1d City water plants. Dr. Smith sU(;gested that :iJnmedj.ate action be taken to
secure a replacement for }~. Lassiter. The Health Director stated that the man in
Statesville had not been contacted regarding the position here. Dr. Wagoner made the
statement that we should try to get a good supervisor and not down-grade the department.
The Galog plumbing case came up for a bit of discussion. It ~JaS reported to the Board
that Mr. Galog "ould accept the ruling made by the Board provided the fine of $50.00
lms eliminated. After a brief review of the case, Chairman Hall recor;nllended that the
Board of He.alth stand by the action they had taken.

On motion by Dr. Knox, seconded by Dr. H;:re, the Health Director was granted permission
to attend the meeting of the Aulerican Public Health Association November 13th-17th in
Detroit. Hotion carried.

A petition for drainage based on relieving a mosquito problem was received by the
health department. It >IaS suggested that the Health Director take this matter up with

representatives of the State Board of Health as soen as possible.
