10/02/1963 3'73 - REGULAR MON'lHLY MEETING BOARD OF HEAL'lH HELD IN OFFICE OF BOARD October 2, 1963 Present: Mr. J. M. Hall, Jr., Dr. James Smith, Dr. J. C. Knox and Dr. R. B. Hare. No minutes of the last meeting were available to be read because of the absence of Mrs. Josephine Liles. There was a discussion by the Board Members with the Health Director about the problems involving Mrs. Josephine Liles, Accounting Clerk. It was agreed informally that any necessary action in relation to this would be backed by the members of the Board. Recent heavy demands for polio vaccine have resulted in over expenditures for this vaccine. Upon motion of Dr. J. C. Knox it was moved that funds from Contingent be used to supplement deficit in Biological expenditures. Seconded and passed. There being no further business, meeting was adjourned. ...... Hare, Dr. James Smith, Mr. Bekaert (CPA), Mr. Bradford Tillery (County and Health Department Attorney), Dr. Davis (Health Director) and several staff members. Chairman Hall explained the mee1iing was called to acquaint members with charges made pertaining to the Health Department at the County Commissioners Meeting October 7, 1963. Mrs. :Josephine Liles, Accounting Clerk of the Health Department, upon being discharged from her duties, appeared at the meeting with Mr. Broadhurst and made public allegations of irregularities in the handling of Health Department funds, citing especially funds for (heart) Penicillin. This meeting is being held for the purpose of deciding what should be done. There was a brief discussion of penicillin (for heart clinic patients) by Dr. Knox. Mr. Bekaert discussed very briefly the audit. , . A motion was made by Dr. Knox: "To request that Cherry, Bekaert and Holland (Cj>A's) make a routine type audit, and if indicated, to do a more detailed audit of any type deemed necessary." Motion was seconded by Dr. Hare and passed unanimously. - A motion was made by Dr. Hare: "That we request the County Commissioners to request the State Bureau of Investigation to investigate charges made of irregularities, and that information provided (by the audit) be made avail- able."
