03/04/1964 382 - ROOULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD March 4, 1964 Present: Chairman J. M. Hall, Jr., Dr. R. Bryant Hare, Jr., Dr. James Smith, Dr. J. C. Knox and Dr. William H. Wagoner Minutes of the January 8, 1964 meeting were approved by motion of Dr. Knox, seconded by Dr. Smith. Motion carried. Arter a discussion of the Oral Polio Vaccine Program, Dr. Knox made a motion that this Board go on record as approving the Oral (Sabin) Vaccine of type 1, 2, and 3, if given in proper and accepted way and time interval, for school entrance. Dr. Hare seconded the motion. Motion carried. While the Board is not reopening the case, Chairman Hall stated, they listened to Col. R. S. McClelland who was representing Mrs. Josephine B. L:iles (who was dismissed on October 4, 1963). Mrs. L:iles asked in a letter dated February 21, 1964 for a hearing before the Board of Health and was informed in a letter from the Chairman that the Board of Health considered her case a closed matter. - Col. McClelland read copies of correspondence re Mrs. L:iles employment with the Health Department and her letter of cii"",iRsal. He also read sections from the Merit System Manual re Provisional, Probationary and Permanent employees and claimed that Mrs. L:iles was a permanent employee. Mr. Hall read a letter from Mr. Claude Caldwell, Merit System Supervisor, dated October 4, 196,3, stating that Mrs. L:iles was a Provisional employee and could be discharged at any time without right of appeal to the Merit SystEm. The Board reaffirmed their stand that so far as they were concerned the matter was closed and that it was an administrative matter. Dr. Smith made a motion that Dr. Davis contact the Merit System to see wen Mrs. L:iles took the Merit System F.=rnif1ation, whether or not she passed it, etc. stating to them that an attempt had been made to reopen the case of Mrs. Liles dismissal.
