REGULAR MONTHLY MEETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD
September 2, 1964

Present: Mr. J. M. Hall, Jr., Chairman, Dr. J. C. Knox, Dr. James Smith,
Dr. R. Bryant Hare, Jr., Dr. William Wagoner.
The minutes of the August 5th Board Meeting were approved by motion of Dr. Wagoner,
seconded by Dr. Knox.
Announcement was made that the Insect & Rodent and Drainage headquarters have been
moved to another building near the Airport. The building we have been using was
originally owned by the Federal Government and used as an officer's club. We spent
some money converting it to be used as a warehouse and garage. It will cost approxi-
mately $300.00 to have the temporary headquarters we are now in wired. Motion was
made by Dr. Knox, seconded by Dr. Smith that this be paid from Insect & Rodent and
Drainage funds. Motion carried.
After a discussion of Septic Tank inspections, motion was made by Dr. Knox that the
Septic Tank Permit fees be raised from $1.00 to $5.00 beginning November 1, 1964 and
that necessary legal notices be given. Also, that necessary letters be written to
County Commissioners and to the City requesting that these funds be given to us to
be used for hiring additional personnel to help with Septic Tank inspections. Dr.
Smith seconded the motion. Motion carried.
Dr. Wagoner moved that contingent on move of Commissioners that Dr. Davis and Mr.
Cranford be authorized to hire additional personnel. Dr. Hare seconded the motion.
~,- Motion carried. We are to use figure on monthly report to find amount due for this.
Mr. Marshall Staton, Assistant Director, Division of Sanitary Engineering, who came
in at this point, pointed out to the group that hiring new personnel was not the
answer to the Septic Tank problem but that the State Board of Health believes that
programs now being used in other counties where the Septic Tank Installer is required
to post an Installation Bond and the Health Department does not inspect every tank
but spot checks them is working out well. Their feeling is that Septic Tanks have
been given priority over other things that are equally or more important, such as,
food and lodging establishments, air polution, shell fish, etc.
It was decided that Dr. Davis and Mr. Cranford, with the help of Bradford Tillery,
Attorney, rewrite the proposed Septic Tank Installation Bond, giving particular
attention to whom the payee should be, and that a copy of this be mailed to the
Board Members.
We are to continue investigation of prices for counter downstairs. Dr. Wagoner is
to send salesman for metal sectional furniture to see us.
There being no further business the meeting adjourned.
