Minutes of January ll, 1965 were approved by motion of Dr. Smith, seconded by
Dr. Knox.
Mr. Norman A. McKenzie, Chairman of the Plumbing Code Committee, presented
several amendments to the present plumbing code as an emergency measure until
the new code is approved by the North Carolina Building Code Council. Dr.
Wagoner made the motion that these amendments (attached to minutes) be approved,
Dr. Knox seconded the motion. The motion carried unanimously. These are to be
put into effect as soon as practical and after proper notices have been given.
Dr. Hooper told the Board that the Plumbing Inspector, Mr. Biddle, wished to
go on record as opposing certain sections of the new proposed plumbing code.
Dr. Hooper will give copies of these objections to the Plumbing Code Committee.
The Board agreed to stand by its action of January lith to reinstate Mr. John
Galog's plumbing license on a probationary basis and asked that his lawyer be
notified of the Board's action.
It was brought to the Board's attention that satisfactory progress is being
made on the College Park School Drainage problem.
The Board approved the transfer of $500.00 from Contingent to Public Health
Meeting Attendance since this fund has been depleted.

Board of Health were adopted by the Board. Dr. Smith made the motion, it
was seconded, and carried unanimOUSly.
Retirement was discussed for personnel not now covered by the local retirement
plan. Dr. Hooper reported that Mr. T. D. Love, County Auditor, is making a
study of retirement for the entire county and will make recommendations to the
County Commissioners later this year.
A letter of resignation from the Board of Health was read from Dr. R. Bryant
Hare, Jr. Dr. Wagoner made the motion, with regret, that the Board accept
Dr. Hare's resignation and that a letter of appreciation be written on behalf
of the Board to Dr. Hare, with copies to the proper news media. (Dr. Hare
was appointed to the Board on February 4, 1959.)
It was determined from the Public Health Laws that the ex-officio members should
appoint a successor for the vacancy created by Dr. Hare's resignation.
Dr. Wagoner suggested that our Attorney, Mr. Bradford Tillery, draw up informa-
tion on the Board of Health Charter and that copies be given to each Board
Member since questions come up so frequently involving the Charter.
There being no further business the meeting was adjourned.

Gentlemen:
Since there is apparently going to be some delay in getting
State approval of our proposed new plumbing code, we suggest to you
that you put the following sections of the proposed new plumbing
code into effect at once by making amendments to your present code.
These sections are:
~ HEATERS - Section 5 Pages 20 & 21
WATER HEATERS. (a) All water heaters shall have a gate valve on
cold water side. (b) All water heaters shall have an approved
pressure and temperature relief valve installed as near the top
of the water heater as possible withn=lief valve line extended
to outside of building (same size outlet as outlet of relief
valve) or a properly vented vessel.
Hot Water Heaters Installed in Attic Space. All water heaters
installed in attics shall be set in 3" deep galvanized iron
pan made of not less than 26 gauge galvanized iron with not less
than 3/4" drain line extended to outside of building not under the
building.
ELECTRIC WATER HEATERS
Each and every automatic electric water heater shall be approved
by Underwriter's Laboratories, and have attached to it the Under-
writer's label of approval.
The tank and waterways of each and every electric automatic
storage water heater shall be constructed of material capable of
withstanding 4000F. Each and every electric water heater shall
be equipped and made in accordance with specifications of Under-
writer's Laboratories, Inc., with a temperature limiting device
set at not over 1900 in addition to the temperature regulating
thermostat or thermostats now required. The temperature limit-
ing device to be of a manual reset type.
Each and every water heater, range boiler, water storage tank
shall have installed on it a drain valve which is easily
accessible.

GAS WATER HEATERS
Each and every gas water heater shall be approved by the American
Gas Association, and have attached to it the American Gas Association's
label of approval.
The tank and waterways of each and every gas automatic
storage water heater shall be constructed of material capable
of withstanding 4000F.

RELIEF VALVES. There shall be installed in the top of all range
boilers, hot water heaters, tanks - instantaneous, automatic or
non-automatic - an automatic reseating pressure & temperature relief
valve with test clever built to conform to ASME requirements and
shall have a BTU capacity of at least two times the BTU heating
capacity.
Temperature Relief set at 2100. Pressure Relief set at 125 lbs.
PRIVATE INDIVUDUAL WATER SUPPLY SYSTEMS. To provide an individual
water supply system which will assure:
(a) An adequate supply of safe and palatable water
(b) Reasonable, durable, and economic operation and
maintenance.
(c) Be located and constructed to avoid contamination
by any existing sewage disposal system
New wells shall be chlorinated
Old wells must be chlorinated when directed by the
Board of Health
Sample of water shall be checked by the Board of Health
Standard weight Schedule 40 galvanized pipe must be
installed to a depth of not less than 30'
(h) The annular space outside the casing shall be filled
with a water tight cement grout or clays with similar
sealing properties from the surface to a minimum of
10' below the ground surface.
(i) The casing shall be surrounded at the ground surface
by a 4" concrete slab extending at least 2' in all
directions.
(j) No well shall be located within the foundatinnwalls
of any building or dwelling.
Wells shall belocated at least la' from property lines
Wells shall be located at least the distance from 3llrces
of pollution shown in Table 12. These distances may be
increased by the health authority having ju~isdiction when
site conditions warrant.

(n) The well shall be constructed to allow the pump to be easily
placed and to function properly.
(0) All wells shall be constructed with water tight casing from
a point several feet below the water in the well at the time
of maximum draw down or from an impervious strata if one
exists above the water bearing formation to a safe elevation
(at least 6") above the concrete slab at the ground surface
or with offset wells to a safe elevation (at least 6") above
the pump room floor.
(p) The well casing shall not be used to convey water except
under positive pressure.
(q) A separate drop pipe shall be used for the suction line.
(r) When sand or silt is encountered in the water bearing
formation the well shall either be gravel packed or a
strainer or screen with properly sized ope nings shall be
installed and fastened to the well piping to permit
removal for repair or replacement.
(s) The well shall be developed, pumped, bailed or blown off
until the water pumped from the well is free fromsand or
gravel.
(t) The upper opening of the casing shall be sealed to prevent
the entrance of surface water.
(u) Where a breather is provned for the well, the breather
installation shall be watertight and shall extend the
highest probable level that surface water may rise. The
open end of the breather shall be screened and be located
and turned so that dust, insects, or other objects cannot
enter well.
(v) Locate pump and equipment where they will not be subject to
flooding and the installation will be pollution and frost
proof.
(w) Motor, drop pipe, foot valve, cylinder, storage tank,
pressure switch, etc., shall be installed in accordance
with the manufacturer's recommendations.
(x) Pressure tanks for not less than 42 gallon capacity shall be
furnished. Tanks may be either hot dipped galvanized or
glasslined.
(y) Pumps shall not be less than 1/2 horsepower.
We also suggest that the section PERMITS AND FEES, be included
to allow you to employ an assistant plumbing inspector so that a
second and final inspection can be made at all times.

PERMITS AND FEES. (a) no person, firm or corporation or employees
thereof, other than a licensed journeyman plumber,shall make con-
nections to any plumbing fixture, drain, waste, soil or vent pipe,
or water supply system in connection therewith. A permit must be
secured fromthe Plumbing Inspector or his representative, and it
shall be the duty of the Plumbing Inspector or his representative
to keep suitable records of all permits issued.
(b) Applications for plumbing permits shall be made on or
before date work is begun on a prescribed form and shall state the
correct lot, block or street number where work is to be performed
and the name of the owner of the property.

(c) If, after permit is secured, it is desired to alter or
deviate in any manner from the terms of the application, notice of
such intention shall be given to the Plumbing Inspector before the
inspection:ill made.
(d) Permit may be revoked by the Plumbing Inspector for any
material departure fram the approved application or in case any
false statement or misrepresentation was made in securing the
permit.
(eO Each permit shall lapse by limitation and become void
if the work is not oommenced within 12 months from date of issue.
(f) Calls for inspection shall be filed in the Plumbing
Inspector's office at or before 9:30 A.M. in order to receive
attention that day.
(g) A permit and inspection fee of one dollar and twenty-
five cents ($1.25) per fixture and house sewer shall be paid with
the application for fixtures as listed below:

and any other fixture which is connected to the soil and waste
lines not mentioned above.
(h) Extra plumbing inspections may be charged for at the
rate of $3.00 per trip, EXTRA PLUMBING INSPECTIONS shall mean
any additional inspection trip made by the ~; Plumbing Inspector
or his assistants, where necessary on account of the failure of
a plumbing contractor or certified plumber in charge of the work
to specify properly the location of the work, or to install
plumbing or appaxntus in proper manner, or where necessary in any
case to ensure compliance with this article.
FIRST INSPECTION AND TEST: All plumbing, drains, and sewer pipe
shall be inspected when the plumbing has been roughed-in. As
soon as the various pipes and traps are2connected they shall be
tested by the plumber in the presence of the Inspector, by fill-
ing them entirely with water. Water pipe shall be tested with
100 lbs. of water pressure.
SECOND INSPECTION AND FINAL TEST. When all fixtures and appliances
are connected and ready for use, a final inspection shall be made
by the Inspector to ensure that the work is in accord'wi~h this
article.
