05/12/1965 . " 405 REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD May 12, 1965 Present: Dr. Joseph vi. Hooper, Chairman, Dr. James Smith, Dr. J. C. Knox, Dr. James Tidler, Dr. vlilliam \'/agoner, Attorney Bradford L. Tillery -- Hinutes of the April 14 meeting were approved by motion of Dr. Knox, seconded by Dr. Wagoner. Status of Plumbing Code: Mr. Tillery reported that he has written to the Attorney General regarding the laws governing us on the Plumbing Code. Hr. Tillery is of the opinion that we are governed in the matter by local laws instead of State law. Dr. Hooper made the motion that we wait to hear from the Attorney General before doing anything about changing our present code. Dr. Wagoner seconded the motion. 110tion carried. Journeyman Plumber's License: There was a general discussion of the examination given to the Journeyman Plumber. Hr. Tillery, Hr. Norman HcKenzie, Mr. R. G. Smith and P~. W. H. Cranford, Dir. of Sanitation, will meet to discuss the examin- ation and whether or not lead wiping still be a part of the examination since it is almost a thing of the past. Status of Plumbing Inspector: It was reported to the Board that Hr. Louis R. Smith, Jr. has been employed as Plumbing Inspector. It was reported by the committee appointed in the April meeting that ~~. Cranford and Mr. Biddle had discussed the matter and that Mr. Biddle was in agreement with our appointing a new Plumbing Inspector. ~ . Drainage Ditch in Masonboro Area: As agreed in the Hinutes of April 14, 1965, Hr. N. Keith Oates, District Engineer, from the State Board of Health, reinspected this project and gave the following report in a letter to Dr. Hooper: "A drainage investigation of the recently completed County Health Department drainage project in the Masonboro area has been made as requested by the County Board of Health. The State Board of Health cannot justify additional expenditures on that portion of the project that runs up to the Lansdowne Development. II 1965-66 Budget: After a discussion of the salaries of the Clerical Section, Dr. Smith made a motion that the salaries of Mrs. Ruth Kellum and Mrs. Nancy Terrell be moved one step above the minimum to keep them in line with the salaries of the Typists. Mrs. Kellum and Mrs. Terrell have both been employed longer than any of the 'typist and in 1964-65 were making the same salary. The Merit System has moved the Typist II salary one step above the Clerk II. Dr. Knox seconded the motion. Hotion carried. Dr. Smith made the motion that we accept the salaries as presented with the above exception. }1otion was seconded by Dr. Knox. Motion carried. Dr. Knox made the motion that we accept "Other Expenses" as presented. Dr. Wagoner seconded the motion. Hotion carried. Dr. Knox made the motion that we accept the Insect & Rodent and Drainage Budgets as - presented. Dr. Smith seconded the motion. Hotion carried.
