BOARD OF HEALTH
December 8, 1965

Present: Dr. Joseph Hooper, Chairman, Dr. J. C. Knox, Dr. James Smith, Dr.
James Tidler, Mayor O. O. Allsbrook, Mr. Bradford L. Tillery, Attorney
Minutes of the November 3rd meeting were approved by motion of Dr. Knox, seconded
by Mayor Allsbrook.
Status of 1965-66 Budget: It was brought to the attention of the Board that the
1965-66 budget has not yet been settled regarding salaries. Dr. Hooper reported
that the County Commissioners were awaiting a letter from Mr. Claude Caldwell,
Personnel Director of the State Personnel Department and that they were hoping
to settle the budget at the next Commissioner's meeting.

Plumbing Code: It was reported that due to Mr. McKenzie 1 s illness no more work
has been done on revising the plumbing code. It was suggested that since the
State is working on a new building code that we wait until this is finished to
continue work on this revision.

Dr. J. W. R. Norton's Resignation: Mayor Allsbrook made the motion, seconded by
Dr. Smith that the Board adopt a resolution of appreciation for Dr. Norton's
contribution to the health of the people of North Carolina. Motion carried. Dr.
Davis will write a letter to Dr. Norton on behalf of the Board.

Dragline: It was reported that the county has purchased a new dragline and that
the old dragline will no longer be operated by the Health Department.
Noise Control in Department: Background music has been installed in the Depart-
ment on a trial basis. After discussion of this, Dr. Smith made the motion that
we pay for this out of Contingent for the remainder of this budget year and that
next year it be put in the budget as a separate item. Motion was seconded by Dr.
Tidler. Motion carried.
Smoke Problem at Air Port: A joint meeting of the City Council and County
Commissioners will be held concerning the City Dump and the smoke problem it has
created. Dr. Hooper suggested that Dr. Davis, on behalf of the Board of Health,
write a letter to the City Council expressing the concern of the Board regarding
this situation.
There being no further business the meeting was adjourned.
