Present: Dr. J. W. Hooper, Chairman, Hayor O. O. Allsbrook, Dr. J. C. Knox,

ltinutes of the December meeting were approved as submitted.
Reappointment of Board and Staff: Dr. Wagoner made the motion that Dr. J. C.
Knox, Dr. James Smith and Dr. James Tidler be reappointed to the Board of Health
for a term of two years. Hayor Allsbrook seconded the motion. Motion carried.
Mayor Allsbrook made the motion that the present staff of the Health Department
be reappointed. Dr. Tidler seconded the motion. Notion carried.
School Dentist for Catholic School: Hr. Tillery suggested that we not enter into
a program of furnishing free dental service for the indigent children at the
Catholic School until this is discussed with the City and County appropriating
bodies. Hayor Allsbrook made the motion, seconded by Dr. TidIer, that we advise
the school that we cannot enter into such a program now but will seek permission
from the appropriating bodies. Motion carried. (Letters have been written to
the appropriating bodies - 1-13-67).
Air Pollution: Dr. \~agoner made the motion, seconded by Dr. Tidler, that this
Board semi a resolution to the State Board of Health asking them to seek legisla-
tion to make Air Pollution laws statewide. Also, that Mr. Tillery be authorized to
draw up such a resolution for the Board and send copies to the Civil Defense Depart-
ment and others who should have copies. Notion carried.

Status of State Plumbing Code: The State Code is now being revised. Also, it has
been stated that all counties mUst take the State Code as a base, adding their
own amendments to this code.
Plumbing: At the December meeting, Hr. Roy Burnett and his attorney appeared
before the board asking for a ruling on a 1931 law which provides that no one but
luster Plumbers be allowed to buy permits in municipalities over 3500 population.
Nr. Tillery states that this law is not clear enough to guarantee that we could
enforce it. 111'. Tillery recommends that we enforce the plumbing code as we are
presently doing. Dr. Wagoner made the motion, seconded by Mayor Allsbrook that
Hr. Tillery write Nr. Burnett a letter stating that the law cannot be enforced
as he wishes. That if the plumbers want such a regulation enforced they will
have to seek legislation for it. Notion carried. (Nr. Burnett appeared at the
meeting later and was told by Hr. Tillery that we could not enforce this law.)
[Dr. Wagoner made the motion that we seek legislation to remove the Plumbing
'Inspector from the jurisdiction of the Board of Health and place him in an office.
with the Building Inspector and Electrical Inspector, under the County Commissioners.
Dr. Smith seconded the motion, motion carried. The reasoning for this is that we
are getting involved in so many things which do not actually pertain to Public
Health. (letter written 1-9-67 to Chairman of County Commissioners requesting
that this be taken up with the proper members of the legislature).

Pollution around }urinas: Dr. Smith made the motion that .re request of the
Legislature that the coastal counties be included in the stream sanitation laws.
Motion was seconded by Dr. Wagoner. Motion carried. (Several years ago there was
a law passed which required boats to have sewage treatment systems on lakes and
coastal waterways, but the part covering coastal waterways was excepte~ and
now there is nothing on the law books regarding marinas and vlaterways.)

Letter and Petition from Plumbers: Copies of a letter and a petition received
from plumbers concerning exceptions made to the plumbing code in 'tMo instances
were mailed to all members of the Board prior to this meeting. After discussion J
of this, it was decided to wait until 111'. Tillery sends copies of material he
has on plumbing to all the Board Members.
There being no further business the meeting was adjourned.
