06/07/1967 451 , . MINUTES OF THE BOARD OF HEALTH, June 7, 1967 ~ Present: Dr. Joseph W. Hooper, Chairman, Dr. J. C. Knox, Dr. James Smith, Dr. William Wagoner, Nayor O. O. Allsbrook and Attorney Bradford L. Tillery }!inutes of the Hay 3 meeting were approved. Plumbing Code: Hr. Kern Church, representing the State Building Code Council, met with the Board of Health to answer questions about the State Plumbing Code and the proposed amendn~nts. He presented a brief history of the state Plumbing Code and said that a new edition should be out by the first of the year. Nr. Tillery stated the problems as the plumber sees them: 1. The plumbers claim that certain materials required by the State Code are not sufficient. 2. The plumbers claim that the S'tate Code requires too much detail for individual homes. 3. The plumbers want this Board to go back to the old code as relates to one and two fariIily dwellings and want to again license journeyman plumbers in this county. --- Hr. Church stated that a separate code for one and two fariIily awellings could be adopted for this county by the Board of Health without the approval of the State Building Code Council. At present we are under the State Plumbing Code for all buildings. The Board of Health is in unanimous agreement that we do not need separate codes for one and two fariIily dwellings. The Board agrees that we must have a uniform plumbing code for all types of buildings. It was pointed out that all other counties have adopted a uniform plumbing code for all types of buildings. l~bile Home Ordinance: Some questions were raised concerning the Mobile Home Ordinance recently adopted by the County Connnissioners. Dragline: l1ention was made of the letter written by Connnissioner John Hetts regarding the purchase of an additional dragline for use by the Health Department. For the record, it was brought to the attention of the Board that .fe do not have sufficient personnel to operate the one we already have to the best advantage. Transfer of Funds: Permission was asked to transfer from Contingent, $170.00 to ]vIedical Supplies and $38.00 to ~Iater Plant Lab. Dr. Wagoner made the motion, seconded by Dr. Knox that this money be transferred. 110tion carried. - . State and Federal Supported Budgets: Copies of the Tentative Budgets for Special Projects supported by the state and Federal Governments were given to the members of the Board. It was pointed out that }~. Perry Shepard, County Auditor, did not think it was a good idea to lun~ these with our regular county supported budget until the final approved budget was put on file. These budgets involve no county money except Social Security and Retirement for the nurse under the Chronic Disease Project. Dr. Hooper suggested that money for this be included in the budget request to the county. Since our budget request is already in, we will bring --- 452, this up when we are called for our budget hearing before the County Conm1issioners. Developmental Evaluation Clinic: Dr. Knox mentioned that he had received a telephone call from Dr. T. D. Scurletis, Chief, Haternal and Child Health Section, State Board of Health, asking that we dispense the DEC budget on a month to month basis until he has a chance to come to Wilmington to get things straightened out. Dr. !(nox made such a motion, seconded by Dr. Smith. Hotion carried. There being no further business, the meeting was adjourned.
