REGULAR NEETJNG, BOARD OF HEALTH, April 3, 1968

Present: Dr. J. lV. Hooper, Jr., Chairman, Dr. J. C. Knox, Dr. James Smith,
Dr. James Tidler, Dr. William lVagoner, Attorney James Fox and Dr.
Harry Mclean, Regional Medical Consultant
Conference with Dr. Mclean: Dr. Harry Mclean, Regional Medical Consultant,
met with the Board to discuss filling the position left vacant by the retirement
of Dr. C. B. Davis. After considerable discussion of whether this position should
be filled with a I~dical Doctor or a Public Health Administrator, Dr. Smith made
the motion that this board favor a Public Health Administrator. Dr. Wagoner
seconded the motion. l'iotion carried. (Hr. Fox checked the Charter and related
Public Health Laws and no reference is made to this position having to be filled
by an M. D. Hr. Fox will furnish copies of the Charter and amendments to Dr.
HcLean, members of the Board and the Department.) Dr. HcLean was asked to furnish
the Board with information on all applicants for the position of Public Health
Administrator which have been filed with the state Board of Health.
Mobile Home Ordinance: There has been some discussion and disagreement over the
two Mobile Home Ordinances which we are now enforcing. The Board is in agree-
ment that the Mobile Home Ordinance which was adopted by the Board of Health and
the City of Wilmington be used for the City and the one-mile radius, and the
JvIobile Home Ordinance which was adopted by the County Commissioners be used for
the County.
PHN Positions: Permission was asked to fill the PHN I position, left vacant by
the retirement of Hrs. Luna Rusher, with 11I-s. Patricia Bullock, an experienced
--~ PHN II. Hrs. Bullock will work part-time until September. Permission was also
asked to fill the PHN I part-time position, left vacant by the retirement of
Hrs. Bertha Heier, with Hrs. Frances Orrell. 11I-s. Orrell is now working half-
time out of this office but is being paid by the Services for the Aging. Dr.
ilagoner made the motion that we employ Hrs. Bullard and I'll's. Orrell in these
two positions, beginning )I;ay 1, 1968. Motion was seconded by Dr. Tidler.
Notion carried.
There being no further business the meeting was adjourned.
