MINUTES OF BOARD OF HEALTH MEETING - June 12, 1968
Present: Dr. J. W. Hooper, Chairman, Dr. J. C. Knox, Dr. James Smith, Dr.
William Wagoner, Dr. James Tidler, Mayor O. O. Allsbrook and Attorney
James C. Fox
Minutes of the May 1 meeting and of the Special May 21 meeting were approved.
Public Health Administrator: Dr. Hooper reported that the Board has not as yet
received an answer from Mr. Stephen Yovanovich but hoped to hear from him very
soon.
Resolution - Death of J. B. Edwards: The Board of Health adopted the attached
resolution, a copy of which was sent to Mrs. Edwards.
Pollution at Harbor Island: A letter had been received from Mayor Luther T.
Rogers, Town of Wrightsville Beach, stating that there are fifty-three owners
on Harbor Island who have not connected their homes and/or places of business
to the sewer system. The deadline has been set for September 15, 1967. Mr.
Rogers was requesting any cooperation that the Health Department could give in
getting these owners to connect to the sewer system which has been provided on
Harbor Island.
Dr. Wagoner made the motion that a letter be written to the town of Wrightsville
Beach pointing out that the Board of Health is aware of the condition and requesting
them to enforce their ordinance immediately. This motion was seconded by Mayor
Allsbrook and carried unanimously. The following letter was written:

Dear Mr. Rogers:
The Board of Health, at its meeting on June 12, 1968, wishes to bring to the
attention of the Board of Wrightsville Beach the existing condition of the
water pollution that exists in and around Harbor Island. In the opinion of
the State Sanitary Engineer, Mr. Marshall Staton, based on bacterial conditions
in the water, this condition exists because of the large number of septic tanks
on Harbor Island. This has been particularly serious during the recent flood
tides in this area.
The Board of Health urges the town of Wrightsville Beach,
available to them, to rectify this situation immediately.

County Commissioners stating that this Board urges the Commissioners to endorse ~
legislation which would bring the coastal waterways of New Hanover County under the . l
same law (GS 75-A6) that requires sewage treatment systems on boats in the inland --'
waterways. Dr. Smith seconded the motion. Motion carried.

Gentlemen:
The Board of Health at its regular meeting on June 12, 1968 voted unanimously to
request the County Commissioners to endorse legislation to bring the coastal
waterways of New Hanover County under the same law (GS 75-A6) that requires sewage
treatment systems on boats in the inland waterways.

Sewage Line from B & W: Mr. Cranford reported that the problem described in the
May 1, 1968 minutes had been resolved.
Dragline: Dr. Hooper asked Mr. Cranford if he felt that the County should buy ~
another Dragline at this time. Mr. Cranford said that in his opinion we should not. ..J
Transfer of Funds: Permission was asked to transfer funds from the Contingent
Fund to the following: Water Plant Lab $160.00, Janitorial Supplies $75.00,
Medical Supplies $100.00. Also $900.00 additional was needed for X-ray supplies,
but we have collected this much over the estimated amount for the year which
would offset this. Motion was made by Mayor Allsbrook, seconded by Dr. Wagoner,
that funds be transferred to these accounts. Motion carried.
TB Special Project Budget: Dr. Tidler made the motion, seconded by Dr. Smith,
that we pay Dr. MacKay the additional $50.00 per month set up in the new Project
Budget. This is to begin on July 1, 1968, after the budget is approved by the
Tuberculosis Control Section in Raleigh. (It was pointed out that Dr. MacKay
spends an average of eight hours per week at the Health Department). The motion
carried with five members voting Yes, Dr. Hooper voted No.
Trash Dumps: Dr. Hooper reported that the County is proposing three landfills to
take care of approximately 360 trash dumps now being used in the county.
Dr. Wagoner: Dr. Hooper expressed appreciation on behalf of the Board of
to Dr. Wagoner for his services to the Board. This will be Dr. Wagoner's
meeting since he is leaving the County School System.

Uembers of the Consolldated Board of Health of New Hanover County and
lJilmington learned w.1th regret of the death on June 8, 1968 of J. B. Edwards,
who served as Bacteriologist and Laboratory Director for the Health Depart-
ment from Hay 1, 1926 to l1aroh 31, 1962. Mr. Edwards w.1ll be remembered as
an energetic and able public servant who discharged the duties of his position
with ability and integrity. The Consolldated Board of Health acknowledges
].fr. Edward's death w.1th the followiIlg resolution.
RESOLVED. that the Consolldated Board of Health of New Hanover County
and rl11m1ngton record its sense of deep loss in the death of J. B. Edwards.
and its higlJ. regard for 111m as a public servant and a leader in his cOll'l1llll1ity;
that the Consolidated Board of Health of New Hanover County and Wilmington
express its deep sympathy to l11's. Edwards. by sending her a copy of this
resolution; that this resolution be spread upon the minutes of the Coneolldated
